Special Meeting
The m~eting was called to order at 7:%5 PM. The members present were:
Richolas ~'. Ricetta, ~hairman; John h. Osgood, oecretary, Howard L.
~ilman, ~o0ert J. ~urke and James M. Bannan.
Mr. hrasseur presented further plans and an application from Staf~o~d,s
Inc. for a motel on Ohickering ~oad. He also presented plans ~or stamp
approval.
N~r. Oannan made a motion to approve the plans of Charles Donovan. The
vote ~as unanimous. ~. ~ilman made a motion to approve the plans of
Oarl ~. ~iller, seconded by ~lr. Osgood and voted unanimously. ~r. Ban-
nan made a motion to approve the plans of ~d~in & Kathleen Omlth,
seconad ~, ~r. ~urke and voted unanimously.
~r. Osgood read ~the m~numes oi~ ~ugust 5, 1957. Mr. Gilman made a
motion to accept the minutes as read and corrected, seconded by Nr. Burke
and voteG unanimously.

~r.'Osgood wa~ reading the minutes of Oeptembe~' 9, 1957 when ~lr. Black-
well arrived at 8:45 PM. A discussion followed as to the legalit~ o~
an extension over the sidewalk to a building in a business zone. Dis-
cussed amendments 4.06, 7.3, 7.4, 4.04 - as to which woulG apply.
Mr. ~laokwell shOWed a new large street map of Rorth Andover to the
~oard. ~onsiderable time was spent by the Board and ~r. hlackwell chec~
lng the names of the streets.
~r. Olackwell then went on to explain what progress he has made with the
~uilding ~ode. He has been in conference with Prof. ~.K. True, formerly
~uildin~ Inspector and Planning Ooard member of Concord. He has checked
with th~'ee architects in ~oston and a house builder. ~here ~as a len~t~
discussion regarding foundations and roostings. Mr. Nicetta thinks there
should 0e a foot~ng under any way, at least 8" in depth. ~he Board woulG
like a specific table of width and thickness o~ footing. Nr. hlackwell
explained that he was Oust getting intez'pre~ations~ tonight and that next
time he ~illOring in complete code and go over it with the Ooard.
A discussion followed regarding waterproofing, termite protection, etc.
on i~oundations. Also on house ~raming, and pz-e-fab, houses meeting the
requirements of ~he building code. ~t~he ouilding GoGe booklet would pro~
aO'l$ contain between 30 and 50 pages. Nit. ~Olac~ell said that he will
send sections o~' the Ouilding Code in sets as they are made up to the
Ooard members.
