Dear Mr. Wyman,
I have reviewed the application for endorsement of a plan believed not to require approval
submitted on September 4, 1997 for land on Academy Road and Stevens Street owned by
Massachusetts Land Conservation Trust Inc.. The following items as required by the North
Andover Subdivision Rules and are missing:
Section 2(C): The Planning Board will not sign an ANR plan if the lots to be created or
altered can only be accessed by crossing a wetland from the legal frontage. The wetland line must
be added to the plans in order for the Board to make this determination. -
Section 3(A)(1)(b): The FORMA plan shall be reviewed by the Town Planner prior to being
time stamped by the Town Clerk.
Section 3(A)(2): The plans must be at a scale of 1" =40'.
Section 7.1.1 of the North Andover Zoning Bylaw requires that all lots contain at least seventy-
five (75%) percent of the minimum lot area required for zoning shall be contiguous upland. This
number shall be calculated for all of the lots and placed as a Note on the plan.

To the Planning Board of the Town of North Andover:
The undersigned wishes to record the accompanying plan and requests a
determination by said Board that approval by it under the Subdivision
Control Law is not required . The undersigned believes that such approval
is not required for the following reasons :
1 . The division of land shown on the accompanying plan is not a sub-
