HomeMy WebLinkAbout1959-06-15Monday, June 15, 1959 Public Hearing & Special Meeting A special meeting and public hearing of the Planning Board was held on Monday, June 15, 1959 at the Town Building. Members present and voting were: James M. Bannan, Chairman, Robert Burke, Secretary, Howard Gilman, Nicholas Ncetta and John Osgood. The meeting was called to order at 7:30 PM. 1st hearing. The application of Alyce R. Colgate requesting a subdiVison of her¢ property. Atty. John Willis appeared for the oetitioner and presented plans to the Board. Mr. Willis informed the Board this property would be used for the housing of the elderly if perm~.tted. The North Ant]over Housing Authority would like to purphase 4 1/2 acres of land the petitioner now owns. ~.~. Fountain and Thomas Foulds apoeared for the North Zndover Housing ~.uthority. The second hearin~ w~s an application of the North Andover Housing Authority re- questing aoproval of a zoning change of the By Law so as to amend Section 4.15 of the By Law to allow mttltiple housing the the elderly under the provisions of ~ss. General L~ws Chapter 121, Section 26 UU and other enabling ststueso The two hearing~ were discussed by the Board, Attorney Willis, Mr. Fountain and Mr. Founds. Mt. Wilbur Fmrvey, an abbutter also ap?eare' before the Board. Ym. Harvey did not object but appeared as an interested party. Mr. Fountain explained there would be five buildings with eight units each. Atty. Willis told the Board he was unable to furnish plans showing the exact location of the units and the %~e units as the Stated will have an engineer pla~e the units and the streets and then the local housin~ authority can determine the type housing. The location authority cannot go ahead with plans until it receives financial assistance from the State. Attorney Willis pointed hut he must have the subdivision of the land in order to file the deed and the plans. Mr. Nicetta mo~ed to accept the amendment to the By Law. ~.Burke seconded the motion. Unanimous vote. Mr. Burke moved that the subdivision be approved. Mr. Gilman seconded the motion. UnaniEous vote. Mr. Burke read a letter from Atty. Anthony Randazzo, Counsel for Carmelo ~rino. Atty. R~ndazzo was also present at the ~eeting. He explained to the Board that he must have theirunanim.~us vote in order to be able to reappear before the Board of Appeals before the two year period. Mr. Burke moved tbmt Mr. Merino be allowed to apuesr before the Board of Appeals once again. Mr. Gilman seconded the motion. Vote 4-1. P~. Barman opposed. After much discussdon Mr. Burke ~oved that the Board reconsider their vote. Another vote was ta~en and it was unanimous that ~. ~larino be allowed to appear before the Board of Appeals. Mr. & Mrs. Shann appeared before the Board asking for a Public Hearing on their land. Mr. Ndcetta moved thot Jtuly 6, 1959 at g:O0 PM a Public Hearing be held for June 15, 1959 (Cont) Mr. ~ Mrs. Shann. Mt.Gilman seconded the motion. Unanimous vote. Mr. Burke moved that Mrs. Doherty be oaid at the rate of ~ 1.75 per hour. l~r.Gilman seconded the motion. Unanimous vote. Mr. Osgaod moved the meetin~ ~djourn at ?:40 ?M. ¥~r. GiLman seconded the motion. Unanimous vote.
