Rev. 06 . 03 . 96
Principal Points upon which I base my application are as follows :
Renex, Inc. is a National Dialysis Clinic Company with
twelve (12) facilities throughout the United States.
Since they will be the only tenant in the building,
their parking requirements are significantly less than
that required by the North Andover Zoning Regulations .
Patients generally do not drive themselves for
treatment since their medical condition significantly
reduces their energy level . They traditionally are
driven to a facility and picked up, usually four hours
later after the treatment is completed. Subsequently,
the thirty-seven (37) parking spaces that are proposed
are more than adequate for their needs .
Additionally, the reduced isle widths should not
adversely effect access to the facility. The minimum
isle width for a North Andover Fire Truck, per the
North Andover Fire Department, is twelve (12) feet .
The minimum driveway width proposed in one location is
sixteen and one-half (16 . 5) feet . Other isle widths on
the site are significantly wider (21, 22 and 24 Feet) .
Literal interpretation of the North Andover Zoning
Regulation Regarding Parking Requirements and Driveway
Widths provides an undue hardship for this proposed
Dialysis Facility. In order to conform to the
Regulations, additional paved areas would have to be
constructed on the site, and there simply is no
available area to do so.

BOARD OF APPEAIS 688-9541 BUILDING 688-9545 CONSERVATION 6889530 HEALTH 688-9540 PLANNING 688-9535
Mr. Nardella asked how many people would be working there and
what was the square footage. Mr. McNeil stated that there was a
total of 10 employees and 13, 000 SF. Mr. McNeil added that the
first floor there would be 19 dialysis stations . The second floor
was planned for administrative functions .
Mr. Mahoney asked why site plan review should be waived. Mr.
Kaminski stated that the Zoning Bylaw states that if a project is
not going to have an adverse impact, review can be waived.
Mr. McNeil stated that 30-45% of the patients drive. The rest of
them have family members drive them or have a van pick them up
from the hospitals because the patients are too weak to drive.
Two handicap parking spaces are planned.
Mr . Nardella asked if the applicants had plans to expand. Mr.
McNeil stated no.
Ms . Lescarbeau stated that the Board should draft a decision
stating that they can not have more than 19 stations and they
have an adequate amount of parking.
Mr. Nardella asked what kind of traffic would be coming through
the property. Mr. McNeil stated that there would be a large
truck once a month for two hours to off load the materials .
The variance that was granted allows 37 parking spaces instead of
50 . The width of the isles 25' and the minimum is 16 The
one condition is that they have to provide landscaping on the
property.
Mr . Nardella and Mr. Simons stated that they would not waive the
review.
Mr. Nardella stated that they should open the Public Hearing.
The vote was:
Mr . Nardella yes
Mr . Simons yes
Ms . Lescarbeau yes
Mr. Mahoney did not vote
The Board opened the Public Hearing.
Mr . Nardella asked if there are any other possible uses . Mr.
McNeil stated that they are strictly a dialysis center and do not
plan to do anything but dialysis .
Ms . Lescarbeau asked if they are planning to lease all the
property. Mr. Crouch stated that at the present time 3/ of the
property is the dialysis center and there is a gymnastics studio
in the rest of the building.
Mr. Simons asked what were the hours of operation. Mr. McNeil
stated that they will be open from 6 a.m. - 6 p.m. Monday -
Friday. There are two shifts per day each lasting 5 hours . Mr.
McNeil stated that when they open the business they will have
only about 60 patients.
Mr . Simons asked what kind of exterior lighting does the building
presently have . Mr. Crouch stated that there is one light facing
the driveway and is on a timer and there is one in the front and
in the back and they stay on a timer all night .
Mr. Simons asked if they had a company to pick up the medical
waste . Mr. McNeil stated that they will put non-hazardous waste
in the dumpster and the hazardous waste would be disposed in a
hazardous waste container inside the building and would be picked
up by a hazardous waste company.
Ms . Lescarbeau stated that she thought that they should put a
fence around the dumpster.
Ms . Lescarbeau asked if the sign was going to change. Mr. McNeil
stated that they will conform to the rules and regulations, but
he stated that dialysis centers do not need to advertise so they
do not need a huge sign.

RE: Application of Renex Dialysis
Clinic of North Andover, Inc.
Special Permit for Site
Plan Review.
Dear Sir:
On behalf of our client Renex Dialysis Clinic of North Andover,
Inc. , this correspondence is intended to outline the basis of
their petition for Site Plan Approval for a Proposed Change In
Use for an existing building located at 201 Sutton Street in
North Andover, Ma.
The building is owned by Dizzy Bridge Realty Trust and has
supported light assembly, office and general tenants since its
construction in 1987 . The building is currently partially
occupied by a Dance Studio.
It is the intention of Renex Dialysis Clinic of North Andover,
Inc. , to renovate the interior of this structure and convert it
to a dialysis treatment facility serving the needs of the Greater
North Andover Community.
The interior of the structure will be totally renovated to
accommodate the needs of a dialysis facility. No work will be
done on the exterior of the building with the exception of
raising the grade locally at an existing loading dock, and the
painting of parking space lines on the existing paved surfaces
around the building.

As outlined in the "Town of North Andover Planning Board
Application Check List for Site Plan Review" , all required items
have been included on the site plan with the exception of the
following:
Item is Building Elevation
A building elevation is not necessary in our view,
since we are not going to renovate the exterior of
the structure. We have, however, enclosed photographs
of the building for your use.
Item o: Landscape Plan
In our view, a landscape plan is not necessary since
we are not altering the grounds around the exterior
of the building. It is our proposal to leave the
grounds in their current condition.
Item q: Lighting Facilities
The existing exterior lighting is sufficient for the
proposed use.
Item r: Drainage Basin Study
Since there is no intention to renovate the site, nor
create any new impervious area, the existing drainage
system is adequate and a study is not warranted.
Item s: Traffic Impact Study
The traffic anticipated with the proposed Change in Use
should not be significantly increased as compared to
that generated by the previous tenants over the last
ten years. We, therefore, feel that a traffic study is
not warranted.
Item t: Commonwealth Review
The interior renovation of this building does not
require a review by any State Agencies with the
exception of a Permit from the Massachusetts Department
of Health, Division of Health Care Quality, which
requires an Architectural Plan Review. Licensing of
a Dialysis Unit in Massachusetts is governed by the
Department of' Health.

Item u: Utilities
The existing utilities are adequate to service the
proposed facility.
Item v: Fiscal Impact
The fiscal impact to the Town of North Andover will be
positive in that local jobs might be created by the
employment of qualified technicians, as well as tax
revenue generated by this facility.
Item w: Community Impact
The community impact will be positive in that this
Dialysis Facility will provide a life saving service
to those in need in the Greater North Andover
Community. It should not cause an adverse strain
on the services that the Town currently provides
to this building, nor should it create traffic
difficulties in the immediate neighborhood.
The proposed facility will be a positive asset to the Community.
It will generate jobs and provide an invaluable service to those
in need.
