Public Hearing
A Public Hearing by the Planning Board was held on Monday, October 26, 1959 at
8:00 PM at the Town Building. Members present and voting were: James M. Baunan,
Chairman, Robert Burke, Secretary, John Osgood, Nicholas Nicetta Aud Howard Gilman.
The Clerk read the published notice stating the Lawrence Airport Commission requested
the reloc~tisn~of Clark Street. Appearing for the Airport Commission were Francis
Jones, Chairm~n, Andrew Caffrey, Secretary, Hartley Calvert, Comenic Teoli, Edgar
Racicot, David Blyth and Joseph P~ley. F~. Jones explained to the Board the Airport
is extending the East West runway from ~000 feet to 5000 feet to keep pace with aircraft
being out out by Comw~ercial lin~s and in order to extend this runMay ~t Mill be necessary
to cross Clark Street.
William Somerville, 91 Chadwick Street objected to this relocation because if the
road is parrellel to the ruuway snow will be blown into the street.
Mr. Joseph Paley Engineer for the Commission stated the runway would be parrellel but
Mo~'ld be 750 feet from the road.
Mr. Nicetta asked if any changes had been made on the plans that had been submitted
previously.
Mr. Jones exn~ained he had talked to the Federal officials and the Federal Government
funds are li~dted to the replacement of the road. Approximately $25,000 would be
added to the co~t of the road if the Com~vdssion adds the changes requested by the
Board.
Mr. Ndcet~a stated the Board reqoired a 26 foot travelway and surface drains with
catch basins not less than ~00 feet a~art. They do not require bituminous berns
at all times. He also stated he felt ~ub-surface drains should be required on certain
parts of the road.
Mr. P~ley explained as a designer of roads he did not feel uuderground drainage was
necessary and that sub-surface drains wotuld add to the cost ~f the road tremendously.
Andrew Caffrey brought out the f~ct that the Commission was only replacing the road,
not developing the area.
Mr. Jones spoke for the Commission stating they agreed to the 26 foot travelway.
Mr. George Barker, an abbutter, was pre~ent only to see the layput of the road.
Mr. Gilman moved to take the ~atter under advisement. ~lr. Burke seconded the motion.
Unanimous vote.
A discussion was held by theBoard regarding the drainage. It was brought out the new
ro~d w~uld be higher and the downgra~ would be 5%.
Mr. Burke stated he felt the road wo~ld be opening the Industrial Zone.
Mr. Burke moved the plans be a~proved with the following conditions.:

26 foot travelwy
Sub-surface drains 400 feet to 0sgood Street providing
the State providing the State permits entry into
State culverts
Mr. Gilman seconded the motion. Vote Yes, GiLman, Burke and Barman. No, Nicetta
and 0sgood
Mr. Nicetta moved from now on all conditions be inserted on the plans before they
are returned to the petitioners including this one. Mr. 0sgood seconded the motion.
Unanimous vote.
Mr. Burke moved the Eeeting adjourn at 9:45 PM. Mr. Gilman seconded the motion.
Unanimous vote.
