'Members present'and VOting were: James M. Ban-~, Chairma~ Robert J. Burke, Secretary, NiCholas F, NiCetta, Howard G~.~m.- an~ Jo~n Osgoo~. The meeting was called to ordar at 7:10 PM. Plans were signed for William The first hearing scheduled was for Ken~,th Robinson who requested the acceptance efa portion of Lyman Road. Hr. B.n... appointed Hr, Gilman to act as C~.~_~n and moved that the approval be withheld because the appli0ant did not comply with t~ Planming Beard's specifications in notifying abbutters. Mr. ~urke seconded the motion. U~-4mous vote. 2nd hearing, Mrs. G~rnet Wilson appeared Before the Board request!~ the acceptance ef Wilson Road. The Board reviewed the plans submitted and Mr. B~nnan explained before a street can be accepted by the Tewn bounds must he laid. Mr. Ralph BraSseur eXplained the street ha~ heon surveyed omly. No bounds were placed because if-the street were not accepted this would he an additional expense to the petitioner. Mrs. Wilson stated she knew not~,S of the hearing except when she received a bill from the Tribune for the legal notice published. Mr. Osgood asked who presented the application for Mrs. Wilson and was told Mr. had taken case of it for her. Hr. & Mrs.~ustine L~Y, abbutters, were preSent and stated they were ~" favor of the street being accepted providing no additio~ land was taken from them. Mr. Osgood moved to take the matter under advisement. Mr. Nicetta seconded the motion. Unanimous vote. 3rd hearing. The Industrial DeVelopaent C~ttee and Board of Selectmen prreSented a. article for multiple hOUsing. Edward Phelan' Chairmsn of the Industrial Developaent O~-~ttee appeared before the Board and explained the need for this tYPe housing was great ia the area for people who do not plan to live per~,~ently in the To~n. Western Electric has a great m~ny of these People. Mr. Phalan explained this werk~-S for the By Law was taken from the Town of Andover's By Law. Hr. ~ moved to take the matter under advise-~nt. Mr. Nicetta seconded the motion. Unanimous vote. 4th hearing. JOseph Giard petitioned to have a POrtiOn of his la~d ~n F~es S~et rezoned to General Business. He explained part of his ~ is already zOned for business and he Would like to have thiS parcel across the street fr~m his place of business rezoned, He would use this land for par~-~ cars and his school bus. Ernest Nerthram objected to t?~s rezoning as there are many children in the area and cars speed en this street. Elizabeth Doran, 20 Hedges Street also sbJected to this petition. Edgar Reid, 13 May Street told the Board when ~r. Giard purchased the property it was cluttered and children were always gett~ hurt. ~r. Giard has had the property cleared and it is in much better condition now. Mr. Reid stated he felt Mr. Giard would take good care of th~s property as he has with the garage. Mr. Giard stated if this piece of property is not rezoned he will sell the land as he would have no uSO ~r it. Mr. Burke moved to take' the matter under advisement. motion. Unanimous vote. Edward Statuti ef Suburban Household EnterPrises appeared before the Board regarding the Town's regulations on building of roads and the bonds required. The Board suggested Mr. Statuti get two separate bonds and when the water and sewerage work is completed the bond could be released and he could get the street bond. A discussion was held on Wilson Road. Mr. Osgoed felt the petition should have Highland Terrace included. Mr. Nicetta ~q~a ~ felt the road should be put in good condition before the To~n accepts it beoe~se once it is accepted the To~n is liable for it. Mr. Nicetta said he thought the Board should look at the street before recommendations are made. Mr. Burke moved the Board rec.-,~...,~nd accepting Wilson Road providing the bounds flre~put in by the petitioner. Mr. G~l-~n seconded the motion. Vote: ~es, Burke & $~lw~, Ns, Barman, ~bst~8 Nicetta & Osgood. Mr. Bannan declared the motion carried 2-1. Mr. Burke moved to grant the petition for rezo~ for Joseph G~_a~d. seconded the motion. Vete~ Yes, Burke, Gilman, B~-an, No-Osgood, Ne~tVeti~g- Nicetta. The Boa~ decided to reorganize at the next regular m~nthly meeting. A discussion was held on Lynch & Willis. Mr. G~l,m~ moved to rec~,~_~d favorable action. Mr. Burke seconded the motion. U~w~us vote. Mr. Gil.,~n moved to take the Mangano petition under advisement until ~Arch 18. Mr. Burke seconded the motion. Vote 4-voting 1 abstaining (Mr. Osgood abstained) The petition of ~toine Roberge was discussed. Mr. Giluan moved to reccam~nd favorable action. Mr. Burke seconded the motion. Una~s vote. Mr. Nicetta moved that action on the motel article of Charles McOar~ be centined on ~arch 18. Mr. Gilman seconded the motion. Vote 4-1. (Mr. Osgood voted ac). Mr. G~w~ moved to continue the Me&loon applicatioa on March 18. Hatch 7, 1960 (Oont) Burke moved t~ reccn~ond favorable action on this petitiea. Neither motion was seconded. Mr, BAn-~n asked to have the minutes ef the previous meeting be accepted as read. No motion was made. A bill for $56.00 was signed for N~y Doherty. Mr. BUrke moved the ~eeting adjourn at 16:30 1~ Mr. G~lm'n seconded the motion. Unauimous vote.
