Regular Meeting & P,,blic H~aring
The regular monthly m~.eting of the Planning Board was held on Monday, June 6,
1960 at the Town Office Building. Members present and voting were: James ~i.
Barman, Chairman, Robert Burke, Sec~ta?y, Howard Gilman and George Farley.
Mr. Burke read a letter from Mr. Barman stating he was resigning as a member
of the Merrimack Valley Regional Development Committee.
Mr. Farley nominated Mr. Burke to be the Board's delegate to the Merrimack
Valley Regional Development Co~nittee. Mr. Gilman seconded the motion.
Unanimous vote.
Mr. & Mrs. Hodges appeared before the Board stating they have a swimming
pool on Campbell Road off Route ll4 and would like to have this Open to the
public as a swimming pool and picnic area du~ng the summer and as a skating
rink d~ng the winter.
The Board informed Mr. & ~irs. Hodges this land would have to be rezoned.
Mr. Bannan sugges the Hodges contact the North Andover Recreational Committee
as they may be able to help them as special Town Meetings are hard to get
together.
A Public Hearing was held at 8:00 PM for John Shields, or Sherwood Homes.
~lr. ~uields represented himself and pointed out the proposed road for his
subdivision oi'f Johnson Street.
~lph Brasseur spoke to the Board pointing out the 500 foot road would ~have
about a 2% grade, therefore the water flow to Johnson Street should cause no
trouble or erosion.
~r. and Mrs. Claude Howard, 445 Johnson Street and David Morrison, 453 Johnson
Street wpoke of the water conditions on Johnson Street. They stated they have
water continually on their land and have a pump going all during the year.
~r. Shilds pointed out none of the houses he has built have trouble with water
and he feels this street with a ~ grade will cause no trouble.
Lenley Henshaw of Johnson Street s~d he had no objection to this road as he
felt t:~is road would help the'drainage situation.
Joseph Giard spoke of ~he water conditions on JOhnson Street and asked if
there was any way the water could be drained on the side of Johnson Street,
Mrs. Dorothy Giard brought out the fact that t~ois road has quite a bit of
traffic on it now.
Mr. Howard told the Board he did not oppose the road but the water conditions.
~r. Gilman moved to take the ~atter under advisement. ~r. Burke seconded
the motion. Unanimous vote.
Mr. Barman explained to Mr. Sh~lds bonds would be required in the following
amounts if the plans were a~p~oved:
$ ~800.00 -- Water & Sewerage
3635.00 -- Roadways
Er. Shileds told the Board he hoped they would give a conditional approval
in that he would put water in and then post a bond for the~street.
Attorney John ',~,~illis appeared before the Board asking for approval of
Mr. Hoberge's plan on Green Hill Avenue.
~r. Willis presented a conditional form to the Board regarding the
building of the road and the installing of water and sewerage. _
i¥Ir. Gilman moved to sign the plans subject to the conditional form.
~r. Burke seconded the motion. Unanimous vote.
Forrest Smith appeared before the Board stating he wuould like to build two
houses on land off Bradford Street but the street is designated as a private
way but the land was turned back to the Town in 193~. Mr. Barman said he
would hheck this with Town Counsel.
D. Francis Mahoney appeared before the Board stating he would like to put
the wa er and sewerage in on Colgate D~ive and then resurface the street
after the houses ~re in.
Mr. Bannan suggested Mr. Mahoney meet with Town Counsel on June 7,'1980 for
a conditional form regarding Town services, etc.
Mr. Neiland Douglas and his associ~ed appeared before the Board for a
general discussion of the work that has been done for the Tow~.
Mr. Douglas presented an agreement to the Board.
Mr. Gilman moved the agreement be accepted as read. Nr. Burke seconded
the motion. Unanimous vote.
Mr. Gilman moved to ~pprove the plans for Sherwood Homes subject to the
posting of suitable bonds. Mr. Farley seconded the motion. Unanimous
vote.
