The said premises affected are properties with frontage on the West side of Andover Street within the B-4 zoning district. The following members were present: William J. Sullivan,Walter F. Soule,John M.Pallone,Ellen P.McIntyre, and Joseph D.LaGrasse. Upon a motion made by John M.Pallone and 2°d by Joseph D.LaGrasse,the Board voted to GRANT the applicant's request to WITHDRAW THE VARIANCE PETITION WITHOUT PREJUDICE. Voting in favor Walter F. Soule,John M.Pallone,Ellen P.McIntyre,and Joseph D.LaGrasse. William J.Sullivan abstained. Upon a motion made by John M.Pallone and 2°d by Joseph D.LaGrasse,the Board voted to GRANT the Special Permit from Section 9,Paragraph 9.2 in order to construct an addition on the existing footprint of a pre-existing structure on a non-conforming lot per Plan of Land in North Andover,Mass prepared for Ansel Realty Trust and A &C Realty Trust Date:August 6,2003,Rev:August 11,2003 by Stephen E.
