The North Andover Board of Appeals held a public hearing at its regular meeting on Tuesday,October 14,
2003 at 7:30 PM in the North Andover Middle School Auditorium,495 Main Street,upon the application
of Denise&Richard Roche,667 Salem Street,North Andover,MA requesting a Special Permit from
Section 4,Paragraph 4.121.17 of the Zoning By-law in order to allow for a proposed addition of a family
suite. The said premise affected is property with frontage on the South side of Salem Street within the R-3
zoning district.Legal notices were published in the Eagle Tribune on September 29&October 6,2003.
The following members were present: Walter F. Soule,Ellen P.McIntyre,Joseph D.LaGrasse,Joe
Edward Smith,and Richard J.Byers. William J. Sullivan chaired the hearing.
Upon a motion by Joseph D.LaGrasse and 2nd by Walter F.Soule,the Board voted to GRANT the Special
Permit from Section 4,Paragraph 4.121.17 of the Zoning By-law in order to allow for the proposed
addition of a family suite by extending the footprint of an existing office and bathroom per Plan of Land in
North Andover,Mass prepared for Denise&Richard Roche,667 Salem Street,North Andover,MA,dated
September 8,2003 by Stephen E. Stapinski,R.L.S.#29876,Merrimack Engineering Services,66 Park
Street,Andover,Massachusetts,01810 and Residence of Roche,Subject:Addition&Remodel by
Blackdog Builders,Inc.,[7 Red Roof Lane,Unit 1,Salem,NH 03079],dated June 20,2003 [6 pages].
On the following conditions:
1. The family suite is to be occupied by Mary C.Roche.
2. The Special Permit shall expire at the time Mary C.Roche ceases to occupy the family suite
and the premises remodeled back to a single-family residence.
3. The Special Permit shall expire at the time the premises are conveyed to any person,
partnership,or corporation.
4. The applicant will take out a new building permit for the family suite.
5. The applicant,by acceptance of the Certificate of Occupancy issued pursuant to the Special
Permit,grants to the Building Inspector or his lawful designee the right to inspect the premises
annually.

Summary of Special Permit Application
—Special Permit Application for Family Suite for 667 Salem Street North Andover,
MA. Richard and Denise Roche. The purpose is to have their mother continue living on
site as she has been doing for more than 20 years. The proposal is to create a family suite
offering their mother a more independent area for her elder years as Richard and Denise
have their first baby (expecting baby in November 2003).
I: The particular use proposed for the land or structure is to remain unchanged. The
proposal is to extend the existing garage back by 12' (No lateral or elevation changes are
proposed) and convert it into'a family suite for the mother who currently lives in the
structure with Richard and Denis Roche. The use of the property will remain as
residential.
2: The specific site is as an appropriate location for the family suite as it does not
significantly change the"curb appeal" of the house. It also will extend off the back of the
existing house rather than to the side or the front of the structure.
3: There will absolutely be no nuisance or hazard to any vehicles or pedestrians.
4: The proposed family suite will include a 3/4 bath, a small kitchenette, and a bedroom
area. Denise and Richard Roche are expecting their first baby soon. Their mother
currenty lives with them and she would like to continue doing so in an attached family
suite. This proposed suite will be predominantly made up the footprint of an existing
attached one car garage; it will extend back by 12' for the bedroom area. Their will be no
change to current use of the Roche's house except that the mother will have a more
independent area for use in her elder years.
