WATERSHED SPECIAL PERMIT APPLICATION 880 OSGOOD STREET NORTH ANDOVER, MA Ol 845 INTRODUCTION This application is being submitted to allow the construction of a detached 20' X 24' garage, at 880 Osgood Street,North Andover,within the watershed protection district. The project site, recorded with the Town of North Andover as assessor's map 74 lot 53,exists as a 19, 374 square foot parcel in zoning district R-4 within the watershed protection district. Currently,the parcel and existing dwelling meet all zoning and dimension requirements. The enclosed plans propose the construction of a new detached 20' X 24' garage within the non- discharge buffer zone of a wetland. Listed below are the bylaw sections under which the special permit is requested. SPECIFIC SPECIAL PERMIT REQUESTS 4.136(3)(b)(ii)(1)Any surface or subsurface discharge,including but not limited to,storm water runoff. In conjunction with the construction of the proposed garage there is an increase of impervious area resulting in a potential increase in storm water runoff. However, due to the existing soil conditions the proposed project is not anticipated to pose any substantial increase in surface or subsurface discharge. Current soil conditions consist of Paxton Series(PaC) soil,which is a moderately well drained soil that possesses very slow permeability. If the soil possessed a higher permeability rate then an increase in impervious area may significantly increase surface or subsurface discharge. However,the minor increase in impervious area generated by the construction of the proposed garage will not substantially impact the rate of runoff due to the already low permeability soil. STATEMENT OF WATER QUALITY IMPACT CONSTRUCTION OF A DETACHED GARAGE 880 OSGOOD STREET,NORTH ANDOVER,MA Potential degradation of water quality associated with residential development can be most closely associated with the following: • Ground water contamination from on site subsurface sewage disposal systems. • Construction activity resulting in erosion of soil into adjacent wetlands. • Increases in storm water runoff from impervious surfaces. • Chemical loading as a result of fertilizer and pesticide application. None of the above activities at the above referenced location will adversely impact the water quality in the adjacent wetlands and downstream waters, i.e. Lake Cochichewick due to the following: • The dwelling is currently connected to the municipal sewer system so contamination from a subsurface sewage disposal system will not occur. • Construction activity is greater than 150 feet away from any wetland resource area. Best management practices will be exercised during construction and environmental monitoring is proposed to prevent any siltation into downstream wetlands. • Due to the currently steep slopes on site and the poor underlying soils,the existing rate of runoff from the site is high and very little groundwater recharge occurs. The addition of a small amount of impervious area will not significantly increase the amount of storm water runoff. • The homeowner will agree to the use of organic and low nitrogen fertilizers and curtailing the use of pesticides which will reduce the potential chemical loading in to adjacent wetlands. Application of the above measures will result in no increase in concentrations of nitrogen, phosphorous and other dissolved inorganic chemicals.
