He stated he requested that the N.A. Conservation Commission and Plarm~ing Beard
be recorded as in favor controlling outdoor adverbising in accordance with the
federal standards.

The Planning Board held a special meeting ~ Thureda~ evening, March 15,-1962
at 6:30 P.M. at the T~wn Building. The following me~bers were present: James M.
Barman, Chairman; Howard Gilman, George Farley and William Ohep~tlis, Jr.
A public hearing was held to ~ll parties interested in the petition of
Theodore I. Frei Jo to ~mend the North Andover Zoning By-Law and the zoning map of
the To.x~ by changing from an Industrial to a General Business District a parcel
of land, containing approx. 45,000 square feet, on Osgood Street, bounded by land
of the City of Lawrence, Albert A. Steinberg and ~lllis~ Chepulis.
Mr. Chspulis read the legal notice. Atty. Joseph Bacigalupo represented Mr.
Frei jo, who was also present. Mr. Steinberg, an abutter, was present. There was
no opposition to the petition.
Atty. Bacigalupo expla&ned that the land is presently zoned for Industry.
The requirements for a lot in an Industrial area are 50,000 sq. feet. This lot
contains approx~ 44-45,000 sq. ft. and would comply with the requirements of a
General Business z~e which requires 25,000 sq. feet. The area that this lot is
in is generally developing along business lim~s and would conform t~ area require-
merits. The uses of General Business are less burdensome than in an Industrial
zone. North Andover needs business areas and would be advantage~ua to the T~wn.
In this area are the follo~J~ng businesses: Charles~ Steak House, Butcher
Market, a chicken farm, Joe's Diner, the A~wp~t, a ~m~l~ factory, the China
Bloss~, the Chickering I~un~e, a radio repair sea~¥1ce and the Schoolhouse
Resta=rant.
This l~t is rather small for Industry. Re-zoning this lot would mean in-
creased revenue to the town, without increased cost. Mr. Chepulis questioned
use the lot would be put to. Atty. Bacigalupo said that at present there is no
particular business in mind. Mr. Frei jo said ~hat at one time $hey had in mind
placing the Curtain Shoppe there, since %he state is taking his present Shoppe

~inthrop Avenue. He has o,~ed the land since August, 1960. He e~lained that 90%
of the sales are in the hemes and some on the premises. Mr. Barman e~plained that
you cannot sell retail in an Industrial zone. The state took 3~345 feet of this
lot.
Mr. Steinberg said that the re-zoning was all right with h~m, that he'd l~ke
to see some good business come in. Mr. Barman asked Mr. Steinberg if he would
re-zone his land to business also and he said he possibly would.
Atty. Bacigalupo said +.his is strictly for the sake of re-zoning and not for
the specific business of the Curtain Shoppe. Mr. Feeije explained that his busi-
ness on Winthrop Ave. is being taken by She State and he wants to locate on a piece
of land zoned for business. That,s ,~ he bought the land and at first wanted to
locate his business there, now he has other plans about locating the Curtain Shoppe
on Rte. 93.
Mr. Gilma~ m_~e a motion to take the petition under advisement. Mr.
seconded the motion and the vote was unanimous.
Atty. Bacigalupo thanked the Board for cal!ing this special meeting for the
hearing.
Mr. Steinberg then had a short discussion with the Board and said he had
approx. 200,000 sq. ft. of land and would like to sell some of it for smae good
busineSses. He also spoke about his 90 acres of land in back of Joe's Diner.
After everyone left, the Board discussed the hearing. Mr. Chepulis said that
Mr. Freije has ~mdy bOUght land on Rte. 93 ~ossibly for his Curtain Shoppe
business. He may want to re-zone this land in order to sell it.
The Board could make no further decision on this hearing since Atty. Bacigalupo
neglected to leave the prope~ plans with the Board. He was contacted by phone at
his home and told to present the plans before Saturday. The Board voted to have a
special meeting on Saturday, March 17th, at 1.-00 P.M. at the N.A. High School in
order to vote on this petition before the Town Meeting.

on each petition for use at the Town Meeting for the re-zon~ug articles.
