Dear Mr. Angles: On behalf of 1600 Osgood Street LLC, we are pleased to provide the following Site Plan Review application regarding the construction of a new parking lot, entry plaza, walkways, site lighting and landscape improvements to the east side of Buildings 20 and 21 at 1600 Osgood Street, North Andover, Massachusetts. 1. Site Plan Review Application -NAZB Section 8.5 & 10.3 As you are aware, this application is submitted pursuant to Section 8.5 and Section 10.3 of the North Andover Zoning Bylaw. We have prepared one set of plans entitled: Parking Lot Improvement Plans for 1600 Osgood Street,North Andover, Massachusetts. As I discussed with Mr. Lincoln Daley, we will be providing additional information regarding site grading, drainage and stormwater management prior to the opening of the public hearing, and I would formally request a waiver from strict compliance with the submission requirements to allow that additional information to be provided at a later date. I am confident that you will find these plans to satisfy the requirements of the North Andover Zoning Bylaw. The site contains over 160 acres and is within the Industrial Two (I-2) zoning district. Presently, Buildings 20 & 21 contain over 400,000 square feet of professional office space. Because this site was previously owned and operated by Lucent Technologies, the need for a centralized arrival and parking area at the front of the site was not required. All visitors and employees arrived to the side or rear of the building, and in some cases were provided with a shuttle bus to get to their work place. The site is now almost entirely vacant, and the current owner is marketing the space to multiple smaller tenants who obviously have a need for employees and clients to park in closer proximity to their office or work place. This application does not propose the construction of any new buildings or access curb-cuts. The existing driveways into the site will be maintained, and are sufficient to serve the proposed parking. The landscape plan proposes over 150 new trees planted in a park-like setting along the frontage of Osgood Street. The intent of the new landscape plan is to introduce significant vegetative screening and low earthen berms, concealing parked cars from Osgood Street, while selectively framing views into the site and highlighting the improved main entrance. 17 Tewksbury Street, Andover MA o18io 978.470.8882 978.470.8890 fax Mr.Alberto Angles May 6,2005 Page 2 of 3 • As shown in the existing conditions photograph to the left, Buildings 20 & 21 will continue to rely upon the parking at both the south and north side of the site to achieve the parking requirements of the North Andover Zoning Bylaw. However, the construction .- of these new parking spaces and P g p associated site improvements will enhance arrival and on-site circulation, making this property significantly more attractive to future tenants. Existing Conditions—looking southwest across Buildings 20&21 The project team, which helped in the preparation of these documents, consists of the following professionals: Huntress Associates,Inc. Registered Landscape Architects Marchionda& Associates,LLP Registered Professional Engineers Chas. H. Sells,Inc. Surveyors Epsilon Associates,Inc. Wetland Scientists&Hydrologists We are prepared to have these professionals in attendance at the required public hearings to respond to any and all concerns raised by the board. NAZB Section 10.31, SPGA findings to be met: a. The specific site is an appropriate location for such use, structure or condition. The site is zoned Industrial Two (I-2), and contains over 2.0 million square feet of office, manufacturing and warehouse space. The proposed parking lot satisfies the required 50' setback for open space and provides a significantly enhanced landscape buffer from Route 125. b. The use as developed will not adversely affect the neighborhood. The landscape plan and associated site improvements will provide an enhanced appearance along the frontage of Osgood Street. The resulting construction will not increase traffic flow or volumes, as the parking is being provided to service existing buildings. Mr.Alberto Angles May 6,2005 Page 3 of 3 c. There will be no nuisance or serious hazard to vehicles or pedestrians. The proposed • layout will improve on-site circulation and provide for enhanced pedestrian connections throughout the property. d. Adequate and appropriate facilities will be provided for the proper operation of the proposed use. The proposal includes plans to construct a stormwater detention pond sufficient to hold the increase in runoff resulting from the new impervious areas. e. The SPGA shall not grant any special permit unless they make a specific finding that the use is in harmony with the general purpose and intent of this bylaw. This project is in harmony with the general purpose and intent of the North Andover Zoning Bylaw, and has specifically met the requirements through the following efforts: 1. Provision of a minimum of 50' landscape and open space buffer along Route 125. 2. Enhanced screening and the provision of earthen berms to frames selected views into the site. The proposed landscape plan proposes the use of native plant material with over 150 new trees planted along the frontage at Osgood Street. 3. Improved circulation, arrival, site lighting, pedestrian walkways and provision of additional handicapped parking at the main entrance to the building. 4. All proposed work is outside of the 100' wetland buffer. We are confident that the plans and supporting information we have submitted are in keeping • with the general intent of the North Andover Zoning Bylaw, and are in the best interest of the neighborhood and the Town of North Andover. For the reasons outlined above, we respectfully request that the Planning Board issue a Site Plan Review Approval for the proposed project.
