HomeMy WebLinkAbout1963-09-09Monday - September 9, 1963 Regular Meeting The Planning Board held their regular meeting on Monday evening, September 9, 1963 at 7:30 P.M. in the Town Building with the following members present: James M. Barman, Chairman; Robert J. Burke, Secretary; George Farley and William Chepulis. Atty. John J. Willis ~as present to show plans to the Board for- the proposed Apartment Development on Chicker~ng Road. There is a petition before the Board of Appeals for a hearing on September 16th for a special permit for 200 apartments by the R. & S. Construction Company. He ~ame before the Planning Board before the hearing in order to discuss with the Board street requirements, etc. He said the Board of Appeals needs a letter from the Planning Board stating whether they approve the streets, etc. He explained there will be two sections of apartments and showed the plans with the street lay-outs, parking areas, etc. The streets will remain private ways. There are no dead-end streets and streets will all be developed as shown. It is up to the State Engineer's specifications as to entrances on Chickering Road. They are just laying the ground-work now; the earliest possible time to get going will be next spring. It is a very involved situation. They are 2-story apartments and ~ill rent at approx. $~25 to $135 a month. The Board checked the plans of the streets with the Assessor's Maps and found that there was a discrepancy with the lay-out of the streets. The plans did not agree with the Assessorts m~ps. Assessors Henry Lurid and Edward Pbelan were also present. There was lengthy discussion held as to the lay-out of the streets. Atty. Willis said it can be ironed out with the Engineer to properly lay out the streets. The streets on the plans are shifted over 100 feet and the Board can't act on the$ as they are shown now. Atty. Willis asked if the Board would act on the first section of the apartments, the first 128 units. · Mr. Chepulis said the Board is concerned ~ith the overall thing. Atty. Willis said that as far as Ipswich and Jefferson Streets are concerned, he will explain the situation to the Engineer. This matter of the location of the streets has to do ~ith the developer. GOLF COURSE: ~r. Phelan exple~ned to the Board about the contemplated golf course and asP~d if the land involved would have to be specially zoned or just what would have to be done. The area involves about 200 acres. Mr. Barman advised him to write to Town Counsel from the Industrial Com~ sSion for legal advice. ZONING BY*LAWS: The Board discussed the distribution of the newly printed Zoning By-Laws. A letter will be given to the Town Clerk ad~iaing btm to give one copy of the By-Laws to a person.
