Regular Meeting
The Planning Board held their regular meeting on Monday evening, October 5, 1964
at 7:30 P.M. in the Town Building. The following members were present and voting:
James M. Bannan, Chairman; Robert J. Burke, Secretary; Howard Gilman, George Farley
and William Chepulis.
PRELIMINARY PLANS FOR SUB-DIVISION:
Clinton Goodwin, surveyor & engineer, Mrs. Katherine Osgood and .her two sons were
present to present their pre]~m~nary plans for a sub-division of their property off
Osgood Street. Mr. Goodwin explained that there are 15.8 acres in the parcel. It is
a comparatively ~flat area, heavily wooded and in a desirable sectinn of North Andover.
It has a 50-foot long road, with a turnaround - it does not come out on Chickering
Road. Each lot has the required frontage and area - there are 20 lots in all.
Mr. G~lm~n asked if they intended to use the easement. Mr. Goodwin said they will if
they can get permission; and will drain off there. Mrs. Osgood's son said he had
already ts~ked to the State. .Mr. Barman said the Board will have to have a letter
from the Dept. of Public Works. It takes 4 to 5 weeks to get permission from the
State for an entrance. Mr. Osgood said they could connect to Roy Fart on Chickering
Road if they can get his permission. Mr. Banyan said they have to meet the Board of
Public Work~ ~equirements as to sewer and water. Mr. Goodwin said the run-off would
be slow because there is very little pitch. Mr. Goodwin and Mrs. Osgood ~nted to
know if the Board wottld be against a turnaround of 1600 feet. They don~t want to go
through to Chickering Road.
Mr. Barman said we require only a 600 foot turnaround.
Mr. Goodwin said the sewer on Andover Street will take care of some lots. The
Chickering Road sewer, according to Mr. Duffy, is not of sufficient size. He is
rather against that connection. Mr. Duffy suggested putting in a pump. The Town
maintains the pump when they accept the street. This would mean having two p~es
along the street. They would rather go into the Chickering Road sewer if possible.
Atty. John Willis was present for another matter, but he spoke as a member of the
North Andover Board of Public Works. He said the B.P.W. won't allow any easements -
public sewers over private land.
Mr. Burke said it would be more feasible to connect to the sewer than to have the
town stuck with a pumping station.
Mr. Willis suggested to Mr. Goodwin that he come before the Board of Public Works at
their meeting if he is not satisfied with what Mr. Duffy says.
Mr. Goodwin said they will come in from Osgood Street for water. He asked if the
Board would accept the street as shown on the preliminary plans.
Mr. Bannan suggested that they consult the B.P.W. on the sewer, get a report from
them. We can set up a hearing and in the meantime he will have to find out about
the length of the turnaround.
Mr. Goodwin read a part of the Sub-division Rules and Regulations which stated that
it is at the discretion of the Pla~ntug Board regarding length of turnarounds, etc.

Mr. Burke said thet as far as he was concerned there was no problem about the road.
Mr. Barman said there is as far as he's concerned and he will find out how far we
can go.
Mr. Goodwin said the turnaround is about 300 feet from Chickering Road. There are
about 28 feet from the corner of the Filetti land to Chickering Road and they would
need an easement, which they think is impossible to get. They dontt want the road
out to Chickering Road.
Mr. Gilman made a motion to set the hearing date for Monday evening, November 2, 1964
at 7:30 P.M. Mr. Burke seconded the motion and the vote was unanimous.
SIGNED PLANS:
Atty. John Willis presented plans to the Board to be signed as not requiring Planning
Board approval.
He then requested the Board for a release of MeadowLane. A letter was received from
the Board of Public Works advising the Board that the installation of water m~ins,
gate valves and hydrant and sanitary se~ermains and~suholes on Nartin Avenue off
Meadow Lane have been installed satisfactorily to them.
Mr. Bann~n said the Board needs a letter from the Highway Dept. about Meadow~ane.
~. B~nuan signed a partial release f~rMr. Willis.
A short discussion was held about re-zoning, etc. Mr. Bannan said provisions should
be made for having zoning maps made and get an appropriation for it.
MASS. FED. OF PLA~ING BOARDS:
Notice was received of the Fall Me~ting of the Mass. Fe4. of Planning Boards to be
held on October 24, 1964 at the Framingham Motor Inn. HoMever, the members wot~ld be
unable to attend on that date.
The Board signed the following bills:

Anna Donahue, services 21.50
Mr. Barman read a letter which he sent to the Personnel Board since the Town Accountant
had questioned the hourly rate of the clerk. An answer has not yet been received from
the Personnel Board. In the meantime the hourly rate will be $2.15 instead of $2.35 as
was voted by the Board this past Fmy, until an official rate is received from the
Personnel Board.
Mr. Burke made a motion to adjourn the meeting. Mr. Farley seconded the motion and
the vote was unanimous.
The meeting adjourned at 9:00 P.M.
