Regular Meeting & Hearing
The Planning Board held their regular meeting on Monday evening, November 2, 1964
at 7:30 P;M. in the Town Building. The following members were present and voting:
James M. Barman, Chairman; Robert J. Burke, Secretary; Howard Gtlm,~, George Farley
and William Chepulis.
HEARING: Katherine C. Osgood: 7:30 P.M.
Mr. Gilman made a motion to omit reading the description of the land.
the motion and the vote was unanimous.

Mr. Clinton Goodwin, Mrs. 0sgood and her son were present. There were three abutters
present.
Mr. Goodwin presented the Definitive plan, the Utilities plan and the profile.
Mr. Bannan said the Utilibies plan would go to Mr. Duffy.
Mr. Goodwtn explained that the Definitive plans are practically the same as the Pre-
liminaryplans.. He showed the profile plan and explained that the ground is higher in
the centeF. The line shows the proposed grade. They w~]] fill in near Osgood Street
in order to cover the pipe. They will connect at the Andover Street sewer. They hope
to have a split system and connect to the Chickering Road sewer.
Mr. Bannan said they wotuld have to take it up directly with the Dept. of Public Works
as to connecting to the Chickering Road sewer. They will answer any questions.
Mr. Burke asked if they could go all one way on the sewer.
~. Goodwin said they wotuld rrm out of ground since the ground pitches in the center.
He prefers to keep ½ ft. to 100 for pipes.
Mr. Barman asked if they will cut into the water at both Andover Street and Chickering
Road.
~r. Goodwin said that ~. Puffy was against cutting in there at first - he doesn't know
how he.feels now. To get to the sewer on Chickering Road they~wottld have to cross the
pavement.
Mrs. Osgood said they have talked to the Trustees of Reservations and th~s they may
be able to get an easement.
Mr. Gilman asked ~f they bad an easement from the state yet.
BenJ. Osgood said they are still working on it. The problem was where the surface water
is going. Rennie said he would be glad to get all the water he can for i~igation
purposes.
Mr. Ooodwin sho~d the topographical map. There's a 15" clay pipe under the street
th~% leads to a ditch on Rennie's land. The street won't have to be dug up at all.
The biggest pipe will be 12".
Mr. Chepulis asked if the drainage would be piped or open.

Mr. Goodwin said it would be piped. They will do whatever the state requests. The
main problem now is to furnish the information required.
Mr. Barman said he should get a letter from the Dept. of Public Works authori~t~ng
the use of the entrance for sewer and water and their requirements. A letter from
the Highway Dept. of approval of the plans; from the Fire Dept. for the placing of
fire alarm and hydrants.
Mr. Goodwin said the hydrants are 700 feet apart. Mr. Barman said he thinks the
Fire Dept. requires 500 feet. Mr. Goodwin said he can place them anywhere they
request.
Mr. Bannan suggested he consttlt the Fire Chief if they need a new fire box.
Mr. Gilman made a motion to take the petition under advisement. Mr. Burke seconded
the motion and the vote was unanimous. There was no opposition.
Mr. Bannan asked if they plan to put gas in. He said if they do to ca~_l the Gas Co.
to put it in before the street is finished. Mr. Goodwin said the Gas Co. will have
to see him first anyway. Everything will be above surface as far as he can see.
Mr. Bannan asked if they want to post a bond or file a covenant. A covenant is what
they all use.
Mr. Goodwin explained to Mrs. Osgood that if she decided to develop only a little at
a time, with a covenant she could get a release a little at a time. The Sub-division
Could be divided and get a temporary turnaround in themiddle.
Mr. Bannan said they would need another hearing if they did that.
Mr. Goodwin said they could easily spend 40-50 thousand dollars for the road, utilities,
etc.
Mr. Chepulis said that in Andover they put the entire road system in first.
Mrs. Osgood said she didntt know what she wanted to do and wanted to talk it over.
Mr. Barman said the Planning Board won't accept a road that is to be dug up afterwards.
Everything has ~o be put in first.
The Shay brothers on Winthrop Ave. were present and showed a map to the Board of 22 acres
of land on the northern end of their property to the rear of the Drive-in, that they
would like to have re-zoned to business. T~y ~-lll leave a 20C-ft. buffer from
Waverly Road. They have filled in alot of the land, in some places 6-8 feet and they
may have to go higher. The Snack Bar is about the height it would have to be. The
land to be zoned business would not abut to any homes.
Mr. Barman suggested they have a plan drawn up for the regular ToMn Meeting in March, '65.
Mr. Chepulis said to have things complete in January, to put an article in the warrant.

If Brasseur does the stu-~eying, he will take care of everything. The state has to pass
on any entrance to the land. The Board suggested they start work on it now.
TOWN MAP:
The Board members discussed a town map and a master p!_~n. They checked the balance in
the appropriation and Mr. Barman will check with Mr. Brasseur as to cost, etc.
PERSONNEL BOARD:
Mr. Burke read the letter from the Personnel Board saying the clerk's wages should be
.~2.15 per hour (the Planning Board was paying $2.35 per hour). Mr. Ban~ said that
since the Planning Board now comes under the Personnel Board, we w~ll have to go along
with whet they specify.
