Regular Meeting
The Planning Board held their regular meetiug on Monday evening, June 7, 1965
at 7:30 P.M. in the Town Building. The following members were present and voting:
James M. Barman, Chairman; William Chepulis, Secretary; Robert J. Burke and George
Farley.
C OVFNANT:
A covenant was received from Town Counsel for the Osgood development.
CHARLES T. MATSES:
Charles T. Matses, owner of Charles Construction Co. and the former Sutton M~lls
properties was present requesting a subdivision of his property on Sutton Street.
The area is presently zoned Industrial. Bride, Grimes & Co. wants to
there and eventually b~ that portion of the land. Time is important since
Bride, Grimes has to move from Lawrence because of Urban Renewal and they have
a 3 month's time l~mlt.
Mr. Barman telephon, e Town Counsel Arnold Salisbury regarding a subdivision on
Industrial land. Mr. Matses will go to Mr. Salisbury's office for mere infor-
mation.
0SGOOD DEVELOPMENT:
The Board discussed the letter received from the Board of Public Works regarding
the Osgood development. This Board has not received copies of any new map that
is referred to in the letter.
ELMCREST ROAD & M~GNOLIA DRIVE:
The Board discussed the matter of the conditions of Elmcrest Roa~ and Magnolia
Drive. The Bond reads so as to cover only half of the street and MagnOlia Drive.
The Planning Board has to initiate any action against the ~eveloper~. We should.
get information from the Highway Dept. as to the grade, drainage, etc. A letter
will be sent to Town Counsel for f~rther advice.
MABLIN AVE. & GROSVENORAVE.:
Letters were received from the Highway Dept. regarding their requirements as to
the finishing of Mablin Ave. & Orosvenor Ave. We will write to the Highway Dept.
reconmnending that no work be permitted until a Bond has been posted.
OSGOOD COVEN%~NT:
A letter will be, sent to Mrs. Osgood saying that the covenant has been tentatively
tabled due to a revision of the plans of which the Planning Board has not been
notified.
A letter w~ll also be sent to the B~]ding Inspector telling him not to issue any
building permits to the Village Green Estates because of the changes they made.
A copy will also be sent to Town Counsel.
SU~MERMEETINGS:
No regular meetings will be held in July and August.

Friday - June 25, 1965
Special Meeting
The Planning Board held a special meeting on Friday evening, June 25, 1965
at 7:00 P.M. in the Town Building. The following members were present and votings

0SG00D SUBDIVISION:
Benj,mfn 0sgood appeared before the Board to explain the revision of the plans.
They are going to have the sewer come in from Andover St. to a point. Through an
error they found it is possible to come in from Chickering Road to service all
lots except lot #1. Lot #l is not to be included in the subdivision. It was
deeded back to his mother after the subdivision had been approved. Mr. Osgood
said that according to legal advice the Board can restrict the use of the lots.
He made the revision with Mr. Duffy.
Atty. Alfred Eaton then appeared representing Mr. Osgood. He also spoEe about
the Board restricting the use of the lots, etc. He also explained the reason
for the different date on the plans, that the plans were made up after the re-
vision with Mr. Duffy.
A letter will be sent to Town Counsel regarding the restrictihg of lot #1.

AD
