Regular ~eeting
The Planning Board held their regular meeting on Monday even~, Sept. 13,
1965 at 7:30 P.M. The following members were present and votings Ja~ea M.
]~man, Chai~:~An~ ~ Chepulis, Secretary;, Robert J. Burke and George B.
Farley.
Mr. Regis J. ~arrington, Senior Planner of the Bureau of Flan~
Aselatauce, Planning Division, Department of Co~aree and Development ~am
present to discuss current procedures for financial assistance under the Urban
~l~uming Assistance Program. The following people were also present~ Richard
y~m~, Planner frc~ the Central Morr~w~ck Valley Planning District C~esi~n~
Niche~s F. Nieetta, Eighway Surveyor~ the Board of Selec+_.--_u, R~o~d Breath-_ad,
William A. F~eran and Fred P. Oakes; David Roche, T~en A~countant and Jack
Farrell, Eagle-Tribune reporter.
Mr. H~;~:Ington gave a length~ expla-ation of what +_.~be government had to
offer. He says processing of a project takes a long time and could not be done
before next To~n Meeting. Ne said it would cost over $3,000 to up-date the
present ~i~ master pla~ and that the Federal GoV~t w~utt do a~thing without
having a Master ~ The local share u~der the 701 Progra~ would be
~pread over four years.
The Selec+.=an were ecmeer~e~ with the ima~diate needs of the to, m, ~ore
specifically town garages, police etation, fire station, etc. The general
impression was that these things could not be done under the Federal program.
Mr. ~A-A~,~ton expl-~-ed that the ~lan w~uld have to be dc~e in four stages.
and that the Towm mhould put up $2,000 every year for 4 years.
Mr. Burke felt that we didn't need this plan at the moment.
Mr. Chepulis said that's been the town's feeling a~ along - we can~ keep
on that ~y. We have to know where we're going. Itts the duty of the Planniug
Board to perfor~ planning functions.
Mr. Barringtoa aaid it was o~,ious that the plaa is n~t acceptable. Mm.
· o~ suggested that he could go over what the complete progra~ would be with
~r. ~mTtn__gt(m at s~ future date. Mr. ~oung could a~tempt to work out so~e
sort of application that the town would accept.
