The p],,~n8 Board held a special meeting on Tuesday evening, December 21, 1965
at 7:30 P.M. ia the To~ ~,~ldimg. The followiag members were present and voting~
William Chepulis, V. Cha~ & Secretary, Robert ~. Burke and George B. Farley.
SUB-DMSI(F~ BEARING= Estate of Alyce Colgate, .etc.
There were eight people present for this hearing. WillAma Chepulis presided at the
meet~n~ aud read the legal notice in c~setio~ with the heariag.
Atty. Barry S~_lver of Bost~, represented the Estate of Alyce Colgate and had been
given the ~ower of Attormey to represent Norman Stafford and Howard Stonehouse. Be
explained that this particular laud has Been vacant for a long time and ia ia a
fine residential section of North A~_~over. The Tow~ would benefit by the fine
siugle ho~es which w~]] he built there. They have eo~plted with all t~e recede-
meats of the law and will continue to oo~ply with all laws regulating the b~41a~
of homaa.
Doaald teirstadt, aa abutter, said there were ho objeetioas as lc~g as they were
private house Iota. Mr. ~anoo and Mr. Arakaliam who live oa Sylv--w Terrace, ~ioh
is a private ~ay, said they would have no objections aud would siga a release aa
long as there would be ~:ivate homea.
Mr. leirstadt said that if they were ~ to give the right of ws~ on Sylvaa
Terrace that it would el~m~-~te the turnaro-~ and the street could go straight
through to Linden Ave. from Mass. Ave.
Mrs. S-11Ivan, sister of David Roche, said she was representing ~ and said that
the he,aa will be of the same value as others that are there n~.
Mr. Earley, an abutter, said he had ao obJectioas to sia__gle family B~s and that
he would like to see the street go straight through with me tuA~arouad.
Mr. Chepulis expla~-ed t~t 'only single family hemes can he put ia there accor~
to the law. The Board can approve this with ~odifioations. The streets must be
hot topped and the sub-divisio~ has to receive the O.X. of the Board of PuBlio
Works, Higlnmy Dept., Board of Health, Fire Dept., etc.
~r. Burke made a motioa to take the' petition under advisement. Mr. Farley seeoaded
the motio~ aad the vote was
Mr. Burke left the meeting. Mr. Chepulis explained t~ }~r. ~rasse~r that the plane
must be stamped by an F~agineer and a Surveyor.
REZO~iNG:
Atty. Ralph E. Fiuck a~d Edward Phelan, representing the Industrial Developaeat
Commission, appeared before the Board to discuss settiag up a new eeotion in the
By-Laws for Golf 0oursea, as under Recreatioa and to allow restaurants, eta. The
Plauni~g Board w~ work in c~junctioa with the I~dustrial Development Co~ i~
sponsoring such an article. Atty. F4nck also spoke about the land arouad ~ St.
being re-zoaed Bask to residential. This ~ be discussed further mext month.
