HomeMy WebLinkAbout1966-02-07 The P1~4~8 Board held their regular meett-g on Honday evening, Febx,,~ry 7, 1966 at 7:30 P.M. in the Town Buil~. The follov~ me_~ere were present and voting: James ~ Bamuan, C~';rmen; Howard Gilm~u, George Farley and ~411-I~,,. Chepulis. ~r. Burke was out of to~n and unable to attend. SUBDIVISION ~J~RING: BenJ. 0sgood - Old N. A. Realty Trust. Mr. Chepulis read the legal notice regard4-8 the Sub-division by 01d N. A. Realty Trust of a parcel of ~_ap_d off Great Pond Road, to be known as Coac~.=~ms Forest, consisting of about 8 acres. Atty. ~ictor ~atem represented the petitioner, who ~as also present. Re Presemted the definitive pla~s to the Board. There ~re two abutters present. The road measured 657 feet to the center of the turnaround~ Mr. Douglas Chander, an abutter, asked how far ~ack he was clearing the land and what he was going to do with the stumps, etc. Mr. Osgood said he has clea~d back a~out 1800 fe~t and that he ~ ~mry the stumps. There is no sewerage on Great Pond Road and the catch basins v~ dump into the Mr. Bannan explained that the petitioner has to conply with the requir_~_~w~nts of the Board of Public Works, Highway Dept., etc. Mr. Osgo~ ~aid he would convert to a 12" min. Mr. Bausan asked if he expected to do any filling in of the. Atty. ~ate~ said their Engineer said it wasn't feasible. Mr. Gilman asked they planned'to do with the ba~k land. Atty. Hates & Mr. 0sgood said they'wlll probably develop part of it. Approx. 12 acres of the land is s~a~p. There are 45 acres altogether. There is no plan for ~er to go from the s~mp - it is Just trapped water. Mr. Chepulis read a letter from Charles B. Baker, who objected because of no sewerage on Great Po~d Road. Atty.~ Bates said that they do hope to develop in the back ultim~_.tely b~t t~t at this time they can't say. Mr. ~ said the Board has to tak~ into consideration w~t is going to be done because of the turnaround. Mr. G~ said that if it's a gamble, why don't you put a read throvgh as was first ~mted by 'h.lm end the Board. Atty. Rate~ and Mr. Osgood said it would cost too ~n~h. February7, 1966- Cont. Mr. B~-~- said itts a question of whether we can permit the Sub-diviaio~ without ahowing what the development will be for the other land. Atty. Hetem said they dontt know how much of a w~ket there will be for the lots on Great Pond B~ad. Goo~ business Judgment doesn't call for engineering the complete Mr. Q//man said he ~as against tur-~ounds and mentiomed the difficulty fire trucks would have to turn arouud. Atty. Hatem said he thought the plan was to ult~w=tely sub-divide the whole th~_= but they can't do it at this time. Mr. Chandler questioned wh~ they are asking the Pl~m~ Board to approve sc~st~g that isn't complete. Atty. ~atem said they have a sub-division that is capable of being approved. Mr. Gilman said the town could get stuck with a turnaround. Mr. Osgood said they w~ come tn under a covenant. Mr. Barman said what if the Board said they had to put up a covenant covering the completion of the entire road? Atty. Hate~ said they would he putting a covenant on a plan tha%'doesnlt exist. Mr. Ohepulis said they can't give a reasonable /~,11 decision on something that doesntt show complete, facts. There ~as a discussion held as to what would be shc~n on the definitive plans and what was ahown on p~el~m~--~y plans at a previous meeting. Atty. Hatem said they will be in at some i'uture t~w~ for developing the adjacent land. Me. Farley made a motion to take the petition under advisement. Mr. Chepulis seconded the motion and the vote was unanimous. Mr. Chepulis reed a letter from Town Counsel regar~-g the hearings for re-zo~-g. He states the Board should set any hearings. Ail hearings pert~ng to ~e-zoning amendments to the By-Laws, ete. will be held on February 28, 1966 starting at 7:30 P.M. Mr. Bashan stated a release was received'showing that the road would oonneo% frc~ Mass. Ave. to Sylvan Terrace onto Linden Avenue, for the ~proposed sub-division for which a hearing was held in December. The Board signed the necessary pla~s and the u~dal conditions w~ll apply. S~T~E.F.T ACCEPTANCE The Selectmen will hold hearimgs regarding the aeceptance of Bremtwood Circle and Nartin Ave. The Planning Board will make rec~.=~ndations to the Selec%me~ after correspondence is received fr~n the Highly Department as to their condition. The Board voted to Join the Mass. Federation of Pl-~g Board ag~ this year. The Board signed plans not~ requiring Fl---t-g Board approval under the sub-division Control Law. The Board signed a bill for Anna Donahue, sex, vices - $38.70. The meeting adjourned at 10:00 P.~L Olerk
