Monday - January 23, 1967
Special Meeting
The P~NG BOARD held a special meeting on Monday event-g, January 23, 1967
at ?:30 P.M. in the Town Office B,,~lding. The following members were present a~
voting: William Chepulis, Jr., Chairman~ Robert J. Burke~ Vice Ohairma$~ Howard
Gil~n, Secretary; George Farley and James M. Barman.
The Board met to discuss and .vote on the hearings held on January 9th.
1. SHAY: Re-zoning.
Atty. Bradley sent a copy of the agreement regarding the buffer zone to Mr,
Chepulis. After discussion of the hearing Mr. BA~--,. made a motion to disapprove
the re-zoning of that parcel of land. Mr. Burke seconded the motion and the vote
was unanimous. The reasons for disapproving are:
1. There is no apparent need for re-zoning since ther~ are no plans for the use
of this site.
2. This is a residential area ~nd the Board feels it should remain that way.
3. It would not be in the best interests of the Town to re-some this area for
business.
DOUGLAS WILSON SUBDIVISION:
Mr. C~epulis read a letter from the B.P.W. saying that water caumot ~e
co_-_~ected for this subdivision.
After further discussion, Mr. Burke made a motion to approve the subdivision subject
to the usual conditions of meeting the reqn~rements of the various departments, etc.
Mr. Bannan seconded the motion and the vote was una~.
ACCEPTANCE OF STREETS:
Mr. Ohepulis read a letter from the Selectmea requesting a report sad
recommendations from the Planning Board relative to the adjudication efa number
of streets as Pablic Ways$ the following:
Old Village
Russet Lane
Ferncroft Circle
Meadow View Road
High Wood Way
Farrwood Avenue
Mablin Avenue
Village Green Drive
Leyden Street
Jeffers(m Street
Kingston Street
Mr. Gilman ms_de a motion to send a letter to Mr. Nicetta, Highway Surwwyor, requesting
his comments as to the condition of the roadways.
HISTORIC DISTRICTS STUDY COMMITTEE:
A notice was received by the Planning Board that a public hearing will be held
on January 30th by the Historic Districts S~udy Committee relative to creatin~ an
Historic District in North Andover. A public hearing is required by the Oommittee
before action can he taken at A~nual Town Meeting. Mr. Chep~lis said that the
Planning Board should be represented. Mr. Gtlman and Mr. Farley will attend, possibly
also Mr. Barman.

LOWELL TECH. INST.
A notice was received from Lowell Technological institute of a meeting of interest
to Planning Boards, etC. to be held on February llth. A questionnaire was also enclosed.
Mr. Chepulis and possibly Mr. Farley w~l~ attend.
MORNINGSIDE SUBDMSION{
A Subdivision Bond, Deposit and Assignment and Release of Conditions and
Covenants R,m~g with the Land and a Covenant R, ra~g with the Land were received
by the Board. A letter had been received from the High~ay Dept. that security in
the amount of $1,350 be posted to cover the completion of bit. surface for a distance
of 150 feet on Russet Lan~ in Morningside sub/ivision.
Mr. Ba,~ said he doesnlt believe in.deVeloping the streets piece-meal And hereby
makes a motion to approve this present application but that there will be no more
partial releases to a deVeloper of a street unless the entire street is deVeloped. ~
The motion ~as seconded and so voted.
