Regular Meeting
The PLANNING BOARD held their regular meet1-g o~ Monday evening, May 1, 1967
at 7:30 P.M. in the Town Office Building. The following members were present a~l
voting: WilLiam Chepulis, Jr., Chairm~-; Robert J. Burke, Vice Chairman; Noward
Gt1~-, Secretary; George B. Far2ey and J~s M. Barman,
PRELIMINARY SUBDIVISION PLANS: John J. Shields
John J. Shields ~as present and showed prel~m~-,ry aubdivision pla~s to
Board consisting of 7 lots off Rea Street. There is a 600 ft. turnaround. The
Board discussed turnarounds and el~m~--ting them when they are close together.
Mr. Bamaan said that now the new aspects of plan~-g are to have turnax~mds and
get away from small connecting roads.
Mr. Shields exp~at-ed the drainage problem in the area a~& hew his subdivision
would help to eliminate it.
Mr. Burke made a motion to set a hearing date for the definitive subdivision for
Monday, June 5, 1967 at 7:30 P.M. Mr. Farley seconded the motio~ and the vote
~as l~n~t~4 ~wol~.
Mr. JEAN C~LIFOUR:
Mr. Jean Chalifour appeared before the Board with p~_~_s for a subdivisiom of
land between Sutton and Chadwick Streets. There are lots that face Sutton an~
Chadwick Streets that do not require Pla~nfng Board approval under the Subdivision
Control Law. The interior land will require a ~-hdivision hearing. Mr. Che~,,l~s
sig~ed the plans of the lots not requiring Planning B~ard approval.
said he will put up a covenant and they wtll put in sewerage.
Mr. Burke m-de a motion to set the hearing date for June 5th also.
seconded the motion and the vote was unanimous.
Mr. Farley
RALPH HENRY PRELIMINARY SUBDIVISION:
Two sons of Mr. Henry appeared before the Board with plans. Also Philip
Busby, Jr. and Frank Gelinas, surveyors. The plans are for a subdivisio~ off
Chestnut Street. The Board discussed several cbs,ges am~ moving the turnarouml.
The hearing will be held on June 5th if the description and plans are ready.
HIGHWAY SURVEYOR:
Mr. Nicetta appeared before the Board at their request to explain his letter
regarding his requirements for the finishing of roads.
Mr. Chepulis expl-t~ed that the recommendations should be more definite and that
the. Board cannot insist on these tbtngs noW - that they have to he made a part of
the Subdivision Rules and Regulations.
Mr. Nicetta said that the width of the streets should be 50 feet with a 30 foot
travelway. He spoke about the present problems of surface water, stone bounds,
what should be done for compaction, etc. Mr. Chepulis spoke about about ch~_rging
per lineal foot. That there should be a standard rate and propation. Atty. Eaton
who was present for another matter, and a member of the Andover Planning Board,
stated that in Andover they cbawge $1e00 per lineal foot and that they wait for two
years upon completion of the road before it is accepted.

YUNG~EBAUER:
_ Atty. Eaton appeared before the Board with a pla~ of land owned by Fred and
Helen Y~nggebauer off Clark Street contR~8 approx. 30 acres. He ~xpla~ued
that in December Mr. Duffy, B.P.W., asked for a right of way so that the B.P.W.
could get a Federal grant for the Well Fields. The town presently owms the Right
of May to the wells. He presented a copy of the deed to the Board. Ail of the
land is zoned Industrial. Atty. Eaton doesntt know whether the Board wants b~m
to come in as a ~ubdivision or not requiring P~t~g Board approval. He has
completed both sets of forms and will ~eave them with the Board. The Board will
contact Town Counsel to see what he determines should be done.
ZONING A~E~ APPROVALS=
The Board received copies from the Attorney Generalts office approving the
ZOBtBg Amendments passed at Town Meeting. The members then signed the necessary
plans.
F~-PRI~TING ZONING BY-LAWS:
It was noted that the supply of By-Laws is very low and that a re-printing
w~ be necessary this year. Mr. Barman made a motion to have the Clerk, Mrs.
Donahue, take care of all of the proof-r, eading, printing, etc. connected with the
re-printing. It was so voted.
MISCELLANEOUS:
The Board received the m~es of the CMTRPD, which were noted and filed.
The Board received notices of hearings to be held by the Board of Appeals.
· n~eting of the Mass. Fed. of Pl~n~ng Boards will be held in Newton on
Saturday. Mr. Barman made a motion that the Chairman attend and expenses be paid
by the Board. Mr. Burke seconded the motion and the vote was
The Board signed the necessary vouchers.
