Prior to Special Town Meeting
The Planning Board held a special meeting on Monday evening, April 8, 1968
at 7:00 P.M. at the N.A. High School. prior to the Special Town Meeting which is
called for 8:00 P.M. The members present and voting were: W~lliam Chepul~s,
Chairman; William B. D~y, Secretary; George B. Farley, Robert J. Burke and
Ja~es M. Bannan.
P~ARING: Amendment to Eoning By-Laws relative to Municipal Buildings.
William Chepudis read the legal notice. This was upon a petition of the Selectmen
and would make a new section 4.07 relative to municipal buildings.
Mr. Chepulis said he had just received a telephone call from Selectm~u Finneran
stating that it was impossible for a representative of the Board to attend the
hearing and explained that this amendment is necessary in order for the new Police
Station to be built since municipal buildings are presently allowed only in a
business zoned district.
JohuMonteiro asked several questions of the Board and stated that the town was not
getting a true public vote at a Special Town Meeting.
At 7:40 P.M. Selectmen Kirk arrived and the members explained what had been dis-
cussed and how the Police Station cannot be built on land chosen because it is
residential and that it has to be approved by Town Meeting.
Town Counsel Arnold Salisbury further explained the amendment to the Board.
Selectman Firmeran and Moderator Arthur Thomson were also present.
The Board felt that the Article as worded was too widespread and not limited
enough. They voted unanimously upon motion made by Mr. Bannan and seconded by
Mr. Duffy to amend the proposal to read as follows and to recon~nend its acceptance
at Town Meeting.
"Section 4.07: Notwithstanding any contrary provision of this By-Law, the
building and grounds of a towu police fagility may properly be maintained upon
the Town-owned parcel of land upon which the Johnson High School formerly stood."
The meeting adjourned at 7:45 P.M.
