The PLAY~NG BOARD held a Special Meeting on Monday evening, September 30, 1968
at 7:15 P.M. at the North Andover High School, prior to the Special Town Meeting
called for 8:00 P.M. The following members were present and voting: William
Chepttlis, Jr., Chairman; William B. Duffy, Jr., Esq.; George B. Farley and James M.
Bannan.
The Board met to vote on recommendations of Article I having to do with apartments.
A letter was received from Arnold H. Salisbury, Town Counsel, along with copies of
letters also sent. A discussion followed.
Mr. Barman feels this should be studied carefully and not acted upon in a hurry.
Public meetings and hearings should be heldz so that all townspeople wouRd be
aware of what is going on. This type of article should be taken up at an Annual
Town Meeting. Mr. Burke agreed.
Mr. Barman made a motion recommending that the article be referred to the Annual
Town Meeting in March, 1969 and a thorough study be made. Mr. Burke seconded the
motion.
Reasons: Lack of time for thorough study. Cloud on legality of article. The
Planning Board will, after thorough study, bring to the March Town Meeting results
of their studies relating to apartments and further pertinent matters.
Mr. Duffy said he has not had a chance to look into the merits of the reasons.
Mr. Barmanmade a notion to withdraw the article from the warrant - no specific
locations have been presented. Mr. Burke seconded the motion. The vote was 4-1,
Mr. Duffyvoted no.
The meeting adjourned at 8:00 P.M.
