Special Meeting
The PLAN_~NG BOARD held a special meeting on Monday evening, October 28, 1969
at 7:00 P.M. at the North Andover High School, prior to the Special Town Meeting
scheduled for 8;~0 P.M. The following members were present and voting: William
Chepu~is, Jr., Chairman; William B. Dully, Jr., Esq.; Robert J. Burke, James M.
Barman and George B. Farley.
The members discussed the hearing held on last Friday evening pertaining to apart-
ments. The Special Town Meeting is to be held this evening at 8:00 P.M. and the
board is meeting in order to make reco~endations.
They discussed the present control of apartments and what would happen if they
were stricken completely.
Mr. Dully said he doesn't think anything can be done temporarily.
It was felt that this should be taken up a an annual to~ meeting. There is no
emergency existing for prompt action.
Mr. Barman made a motion that further discussion be held at the next regular meeting
in November.
Mr. Duffy said that is dangerous action. The Board would be violating the
instructions of Town Counsel (he read letter of Feb., 1962).
Mr. Barman made a motion that the Board will not act on the merits of this proposed
amendment due to insufficient time and information; that the Board feels it whould
be brought up at the next Annual Town Meeting.
Mr. Burke seconded the motion and the vote was 4-1, Mr. Dully voted no.
The meeting adjourned at 8:00 P.M.
