The PLANNING BOARD held a Special Meeting on Thursday ev~t~om, December 5, 1968,
at 7:00 p.M. at t~he North Andover High School, prior to a Special Town Meeting. The
following members were present and voting: William Chepulis, Jr., Chairm~n; George B.
Farley, James M. Barman and William B. Duffy, Jr., Esq.
The Board discu'ssed whet had taken place since the Monday meeting. Raytheon a~ounced
publicly thet they would not come to North Andover. Select,~ Kirk was present and
told the Board that all of the money articles would be stricken fr~mthe warrant.
The Board discussed whether the re-zoning article should be stricken or withdrawn
without prejudice. If it is sticken there would he a 2-year wait before the same
parcel of land can be considered again. If it is withdrawn, it can be submitted at
any time.
l~r. Chepulis said he Could get up and say that the P1A~ing Board rescinds the
original recom,~-ndations in view of the events thet here taken place within the
past few days.
Selectman Kirk asked if it was possible for the Board to rescind its vote and go
on record as having no recommendations to ~A~e; further diseussion was held on
stricking articles, etc.
Mr. Barman made a motio~ that the Pla~n~Bg Boerd endorse withdrawal suggested by the
Board of Selectmen, without prejudice and rescind action taken at the meeting of
December 2, approving the re-zoning of this parcel. Mr. Duffy seconded the motion.
Mr. Chepulis spoke to Moderator Arthur Thomson and Acting Town Counsel Donald F.
Smith. To withdraw is out - should he stricken. In re-zoning it is a 2/3 vote
regardless of how many people are there.
The meeting adjourned at 7:30 P.M. in order to attend the Special Town Meeting.
