Special Meeting
The PLANNING BOARD held a special meeting on Monday evening, July 28, 1969
at 7:30 P.M. in the Town Office Building with the following members present and
voting: William Chepulis, Jr., Chairman; George B. Farley, Charles W. Trombly,
Jr. and Donald N. Keirstead.
The follow~_ug were also present for this special meeting: Route 114-125 Study
Committee - Arthur Murphy, Gus Weigel, James Bannan and Mrs. Flinn. John Roberts,
Conservation Commission.
Mr. Murphy said they need technical help and need to gather data and also the
services of a planning consultant to carry on the work of the committee properly.
They don't have any money and this should be discussed with the Planning Board and
the Selectmen. They wanb to discuss the hiring of a planning consultant who could
be u~ed in conJunction with the Planning Board - the funds could probably be used
jointly. They could use the services of the Neighborhood Youth Corps at no charge.
Mr. Chepulis said the Planning Board is meeting with the Dept. of Community Affairs
to take steps to prepare for a master plan which will include the services of a
planning consultant.
Mr. Keirstead said he had suggested to the Selectmen that the two Boards meet and'
work together. The planner should be approved by the State. Some consultants have
been contacted and the board would like a good one.
Mr. Chepulis said he would like to avoid repitition of what is done by the Committee
and the Board. They should not work independently of each other. The Central
Merrimack Valley Regional Plar~uing District Commission could also contribute.
Mr. Murphy said that to date they have plats showing land contiguous to both high-
ways. Ne talked about sewer lines, water, type of land, use of land, etc. They
need a report within one year.
Mr. Chepulis said the Capital Outlay Committee could provide some information. The
Board of Public Works could also supply some information as to sewers. There are
other departments that would have information of assistance.
Mr. Murphy said they need technical help at this point.
Mr. Keirstead said the Planning Board has s $2500 appropriation that would help a
consultant towards a master plan.
At 8:00 P.M. the Board met with Constantine Constantinides of the Department of
Community Affairs. The following were also present for the discussion: William A.
Finneran, Arthur P. Kirk, W*~x~z~n~a~wx- Board of Selectmen; Edward
Phelan, Henry Lund, Joseph Hermann - Board of Assessors; Nicholas Nicetta, Highway
Surveyor; John Robertst Cons. Comm.; John J. Willis, William B. Puffy, Sr. -
Board of Public Works; Thomas Foulds; Jay Burke; Mrs. Steckert - Lg. of Women
Voters.
Mr. Constantinides explained the requirements under the "701 Program" for
assistance to the town. Now that a Reconnaissance Report has been completed, an
initial housing study must be developed and a planning consultant must be hired.
There are no state or federal funds available at present. The deadline is
Sept. 29th for the initial housing study. A work program must be prepared.

Two years is the maximum time for the project. Under the "701" program, the
federal government pays 2/3 of the cost and the town pays 1/3. A new request for
more funds will be made in the fall and it would be a one year grant. If it is a
two year applicationt it would be funded for one year at a time. The program for
North Andover could be funded by the end of this year. John Willis had a long
discussion ~ith Mr. Constantinides about the requirements of HUD. The federal
fiscal year for grants begins in July. April is the date the state goes by'
Citizen participation is welcomed. The Plann~g Board must interview at least
5 consultants from the list provided by the D.C.A. It is difficult to know Just
how much the project will cost; probably from $25~000 to $35,000; it goes according
to the total expenses of the town. When the Planning Board interviews the con-
sultants it is important to request a brief written statement as to how they see
the problems of North Andover and its future so that the Board can evaluate.
The consultant does not get paid until the work is done satisfactorily. The money
is appropriated by the town before HUD approval. A work program should be made up
with the costs of different studies and sent to the state for review. The work
program would be sufficient application to the state. By November the state
should know how much money will apportioned starting in April. So far HUD has
about lO towns applying. CMVRPDC also reviews the proposal and he thinks North
Andover would be in good standing. Housing for the elderly is an important
element for priority, also low income housing.
