Special Meeting
The PLANNI~D BOARD held a special meeting on Wednesday evening, December l?,
1969 at 7:30 P.M. in the Town Office ~uilding with the following members present
and voting: William Chepulis, Jr., Chairman; George B. Farley~ Robert J. Burke~
Charles W. Trombly, Jr. and Donald N. Keirstead. John Brown, planning consultant,
and Constantine Constantinides of the Dept. of Community Affairs were also present.
Mr. Chepulis explained that there are two things that should be done very soon. 1. A detailed "Scope of Services".
2. An article for the warrant.
Mr. Brown stated that he has completed his collection of data for the Rte. 11~-125
study. He has assessed the value of the area and the amount of land. He has a
set of assessor's maps presently being analyzed and he will come up with some
information in 2-3 weeks. The comprehensive report is due for town meeting and
will be ready by the middle of February.
Mr. Constantinides explained the phases and said the first phase is the gathering
and analyzing of data and the second phase is the developing and effectuating of
plans. Goals of North Andover should come from various town officials. He said
the housing study and citizen participation are required by HUD. He hopes to get
some word soon as to what chances North Andover has. There are some 30 communities
applying and have to be rated under a priority system. He thinks N. A. would be
rated in the top lO. The first phase of the grant period starts April l, 1970
and ends in March 31, 1971. The second phase begins April l, 1971 and ends
March 31, 1972. HUD will give no extensions, will have to be done within that
two years. They could let us know before Christmas and before January 12th, if
they are to get federal funds.
Mr. Kelrstead said we could submit two articles and strike one if necessary when
it is definitely known if we are to receive a grant.
Charles H. Foster, Buil~iug Inspectort was present and spoke to the Board about a
new Building Code which is to be considered at Town Meeting. He mentioned several
new requirements under the proposed Building Code.
Mr. Keirstead made a motion to set a meeting date as soon as possible to discuss
the future site of the proposed new high school. The date wohld be Monday,
December 22nd. Mr. Burke seconded the motion and the vote was unanimous.
Regulatory controls were discussed and the need for more flexibility and options
in zoniug laws. We would need a complete review. It was also felt that the town
should continue planning services once the master plan has been adopted.
Conservation and community facilities were discussed.
Mr. Constantinides stressed the importance of citizen participation so that the
people will be prepared to vote favorably at town meeting. A Planning Advisory
Committee could be formed comprising 2 members from the Planning Boardt members
of various town boards and committees and several residents to give a good cross
section of the town. He said the state has funds for a Capital Improvement
Program and North Andover may be able to use it. Flood pla~u zoning was mentioned.
