HomeMy WebLinkAbout1970-12-28Monday - December 28, 1970 Special Meeting The PLANNING BOARD held a Special Meeting on Monday evenJ-ug~ December 28~ 1970 at 7:30 P.M. in the Town Office Building with the following members present and voting: William Chepulis, Jr., Chairman; Charles W. Trombly, Jr., Vice Chairman; John J. Monteiro~ Secretary; Robert J. Burke and Donald N. Keirstead. 1971 BUDGET: The members discussed the budget requirements for the year 1971 and voted unanimously to request $600 to cover expenses and carry over the 1970 balance of $~$.87 since it is anticipated that revised Subdivision Rules and Regulations will be printed. The secretary's salary is a separate item and comes under the Personnel Board classification. SUBSCRIPTION: The Board voted unanimously to subscribe to "HUD Challenge" the official magazine of the U.S. Dept. of Housing and Urban Development at a cost of $6.00 per year. JOHN A. BROWN& P.A.C. At 8:00 P.M. the Board met with John A. Brown, the planning consultant and the following members of the Planning Advisory Committee: Fritz Ostherr, Nicholas Artimo- vich, Ben Osgood, Jay Burke, Marlene Stekert, Richard Baldwin, Fred Crabb~ Ted Phelan, Joe Hermann~ Henry Green, Henry Fink, George Farr, Nicholas Nicetta, Courtney Longton, and George Barker, Jr. The Eagle-Tribune reporter was also present. Mr. Brown presented maps to the Board and displayed two maps on the wall showing existiug land uses and the second map showing preliminary development concepts. He had sent a memo and material to the Board members and the PAC chairmen and proceeded to discuss the contents of the material and explain the maps step by step. E.xistin~ LAND USE ~9%o A~ea#l: This map showed the watershed areas around Lake Cochichewick and the wells. ~ea ~2: This map showed the airport and industrial areas. Mr. Brown said the airport area could be for industrial use if it was no longer used as an airport. We should look elsewhere also for future industrial use. A~ #3: This map showed the areas that are mostly residentially developed. This was the historical district - around the Old Center of town. Area #5: This showed the state forest and Trustees of Reservations land. Area~6: This showed the regional highway - Rte. 113+. He said the state may have plans for up-grading this highway. Area~: This showed the potential areas of growth in the town. December 28, 1970 - cont. The second map showed preliminary development concepts. They discussed the possibility of more access to the Lake for recreation purposes, but are also afraid of pollution. The map showed an open space network and areas, Residential District I, Residential District II and Residential III. Resi. III will need alot of planning because this consists of mostly vacant land. The Regional Highway District is Rte. ll~ and there is a good deal of opportunity on this road; the greatest tax development will be along Rte. ll~. Details will have to be thought out very carefully. ~. Brown explained the three types of business centers: community business center, neighborhood business center and convenience business center and also a Business Park which could possibly include research and development, light industry, in- surance offices and similar offices and limited apartments. Several people present participated in a discussion of what should be done along Rte. llA and changing zoning regulations to stricter requirements especially as to business areas and possibly industrial. Mr. Brown felt that we should not move too rapidly and possibly hastily. He said he is presently working on sign regu- lations. Mr. Brown and the Planning Board felt that if somebody comes up with a good proposal for re-zoning that they would go along with it in order to benefit the town. They discussed making some zoning regulations now as to business - especially set-back requirements. Mr. Brown said he would come up with some zoning regulations for Rte. 114 suitable for adopting and definiug business zoning districts. He will try to have something for this Town Meeting and do this within thenext nine days before the warrant closes. The meeting adjourned at ll:15 P.M.
