HomeMy WebLinkAbout1971-05-03Monday - May 3, 1971 Regular Meeting The PLAN~ BOARD held its regular meeting on Monday evening, May 3, 1971 at 7:30 P.M. in the Town Office Building with the following members present and voting: Charles W. Trombly, Jr., Chairman; Donald N. Keirstead, V. Ch~man; John J. Monteiro, Secretary; and William Chepulis, Jr. There were five people present for the meeting. The minutes of the previous meetinghadbeen read bythe members. Er. Keirstead amended the m~utes to make note of the fact that AnnaDonahue, clerk, also attended end participated in the "Enow Your Town" exhibition. Er. Nonteiromade a motion to accept the minutes as amended. AE~ALPHOTOGRAPHE~: Mr. Leslie M. Vant, 51 Forest Street, Ras~t~g, Mass. appeared before the Board to inform them of his aerial photography services. He distributed samples of his work, expl-~ed his methods of photography and quoted some prices. The members asked h i m to submit his prices in writing and informedhim they wouldkeephimin miud if there was ever a need for his type of work. ATTOR~G~AL~SAPPROVALOF ZONI~I~CNA~ES: Correspondence dated Aprdl 22, 1971 was received from the Attorney General's office approving the Zoning By-LawamendmentsunderArticles 68, 69 and72 of the Town MeetingWarrent. The correspondence was accepted and filed. Legal notices of hearings to be held by the Board of Appeals on May 10, 1971 were received. Two hearings are scheduled. 1. Edward Fionte and others - division of l~d into two lots. 2. Robert Shea - division of land into two lots. The members looked at the plans and discussed the petitions. A letter will be sent to the Board of Appeals informing them that the Board feels these are routine petitions and have no comments to make. SURRE~DRIVE: A recorded "Release of Covenant Runm~.gwith the Land" was received from the Registry of Deeds for lots on Surrey Drive now owned by Vincent McAloon. The i~trument is recorded in Book 1168, page 620; dated April 7, 1971. REQUISITION FOR PAYMENT (JOHN BaOWN): A copy of a requisition for payment of $1,700 to the DCA from John Brownwas received. HOUSI~ IN TNE 70's: An invitation to attend a~d correspondence was received from the Greater Lawrence Board of Realtors for a Seminar at the "Voke" school on May~th. Mr. Chepulis and Mr. Keirsteadwillattendthe seminar, PLANNED UNITDETELOPMENT: Correspondence and information was received from the Dept. of Community Affairs pertaini_ug to "Planned Unit Development". R~PORT OF LO~RA~EPLAN~ SUB-Co~rTTE~: Mr. Keirsteadmailed copies of a written report to each of the Board members for stud~before the meetiug. Mr. Monteiro and Mr. Keirstead met with John Brown and the report is the result of their meeting. The members discussed the contents of the report and read sections of the contract. It is to be understood that the Zoni~gBy-Lawwill net be completely revised. Discussion was held on various items such as future laud user circulation and transportation, community facilities, schools, etc., public buildings. The Board feels John Brown should do something on public buildings; this is an important part of plarsming. The Capital Budget Committee has considered the possible expansion of the Town Office Buil~l~g in 1975. Mr. Keirstead has asked John Brown to make a study of record and storage space in the Town Building; microfilmingwas discussed. Ben Osgood was also present and discussed with the Board planned nnit developme~ut. Boil survey was also discussed and a letter will be written to the Conservation Commission requesting a copy of their soil survey report, the status of it or any informmtion that would be of assistance to the Plan-1~gBOard. The Board discussed the costs of the reports from John Brown over end above the agreed number of copies. They feel they could used some of the money appropriated for the Planning Consultant since there willbe a small amount available. May 3, 1971 - cont. SUBDMSION FOPS,: Mr. Keirstead distributed samples of forms to be used for keeping subdivisions up-to-date. These were referred to the Subdivision Control sub-committee (Mr. Burke end Mr. Chepulis) for study. REUISED S~UBDIVISION RULES AND REGULATIONS: The Board had completed their study and discussions of the revised subdivision rules end regulations end made several changes, corrections, etc. They ~ll now be re-typed for final study and meetings will be held with other town officials for their recommer~ations, etc. Then public hearings will be held before they can be offici~] ]y adopted. HOU$II~} REPORT: The Board discussed the preliminary report on "Housing" by John Brown. Mr. Keirstead ~-d Mr. Monteiro pointed out several inaccuracies to Mr. Brown when they met with him. He will correct them in an addendum to the report. Chapter of the General Laws, having to do with housing, was discussed. James Hurrell w~l~ be contacted to obt~- copies for the Pl~--~mg Board. GOALSt OBJECTIVES AND SKETCH PLAN REPORT: The Board had no comments to make on this preliminary report submitted by John Brown. A set of reports will be sent to the Merrimack Valley Planning Commission. Mr. Keirstead suggested setting up a sort of library for reports. LOW RAH}E PLANNi~ PROJECT: The members discussed the items as listed below.' 1. Establish en official map. The Board feels this should be looked into further. 2. Prepare complete new zo~-~ ordinance. The Board feels there is a need for major revisions of the Zoning By-Law end someth~n~ should be done on this also. 3. Investigate urban renewal. Some sort of urban renewal could be planned for this downtown area, town building area and to the rear of the buil:dt-g. ~. Investigate and make recommendations regarding "Plans not req,,A~lng P~a--~-g Board approval under the Subdivision Control Law". Clearer definitions would be ~n order. 5. Investigate and make recommendations regarding "Mandatory Referral Law". Matters can be referred to the Planning Board and should be looked into further. Other town departments should be involved. The law provides for it. ~ 6. Investigate and make recommendations regara~g long range development of Lake Cochichewick area. A Planning Board representative should confer with the Selectmen and Conservation Commission on what to do with the lake area. Discussed preserving areas around the Lake. Mr. Monteiro rec~ended that 2 ~lamning Board members meet with the Selectmen & Conservation Commission to determine a plan for this. Mr. Chepulis & Mr. Keirstead were selected to investigate and make recommendations. The meeting adjourned at 10:30 P.M. _ A ~ ~ Clerk
