HomeMy WebLinkAbout1971-09-13Monday- September 13, 1971 Regular Meeting The PLA~ING BOARD held its regular meeting on Monday evening, September 13, 1971 at 7:30 P.M. in the Town Office Building with the following members present and voting: Charles W. Trombly, Jr., Chairman~ Donald N. Keirstead, Vice Chair- man; John J. Monteiro, Secretary and Robert J. Burke. William Chepulis was unable to attend. The following people were present for the meeting: Richard H. Yo~.uug, Director of Merrimack Valley Plan~ug Commission; 3 representatives from Land/Vest, Inc., Mr. Schena, Mr. G. Farr, Mr. Kmiec, Ben Osgood, John McLay, Henry Fink, Frank Lewis and Mrs. Pat Broderick, Eagle-Tribune reporter. The minutes of the previous meeting had been read and Mr. Monteiro made a motion to accept them; Mr. Keirstead seconded the motion and the vote was unanimous. RALEIGH TAVERN SURDMSION: Letters were received from the Highway Surveyor and Board of Public Works specifying the amount of bonds necessary to complete work on Carlton Lane and Raleigh Tavern Lane (South). Ben Osgood appeared before the Board amd presented a bank book in the amount of $5,200 to cover the work necessary. He also asked for a partial release upon lots 19 and 20 and submitted the necessary forms. A subdivision bond was also presented in the amount of $5,000. Mr. Ke~rstead made a motion to accept the bond and release the covenant part~-lly, as requested. Mr. Monteiro seconded the motion and the vote was unanimous. McLAY SUBDIVISION: Jack McLay appeared before the Board with the necessary forms requesting release of the cove-~nt on his subdivision on Turnpike Street since .1 · work and installations are completed. A letter was received from the Board of Public Works stating everything was satisfactory to that department. Mr. McLay had requested a letter from Mr. Nicetta but was told he would not write one until requested in writing by the Pl.n~tng Board. Mr. Xeirstead made a motion to write to the Highway Surveyor and ask for his comment and refer the matter to the Subdivision Control Sub-committee for report at the next meeting. Mr. Monteiro seconded the motion and the vote was unanimous. TOWN COUNSEL: .~ ~-~A~tory letter and bill in the amount of $25.00 was received by the Bo'~r~r'e~i~he Land Court petition of North Andover Associates. The bill was turned over to the Selectmen who will make the necessary pa2ment~ out of Town Counsel expenses. BOIL SURVEY: Mr. Monteiro said he would like a copy of the Soil SU~-vey to be made available to him for study and would like to have the maps av_~t~able also. September 13, 1971 - cont. LAND,TEST, INC. Three representatives from Land, est, Inc. appeared before the Board; Mr. Ken Marriuer, Anthony Casendino and Doyens Hemlen, Mr. Marriner expl~f-ed that Land, est are managing a piece of property in North Andover with "North Andover Associates", which is called "Bruin Hill" and con- rains approx. 6~O acres. They have a creative approach to land planning. He explained they can stay within the present zo~t~ and are in favor of unit development. He said Prof. Ted Bacon is on their st~aff; he is p~es .ently ' professor of land pl~--i~g at Univ. of Mass. ~]a January of 1971 Land, est prepared a report to North Andover Associates for this parcel of land and he will provide copies of the report for the Board. They have done aerial survey work~ have done complete metes and bounds and are going through Land Court for clear title to the land. The engineering is done by Hayes Engineering of Melrose. Gladstone Associates, of Washington, D.C., ~re doing most of the studies and work. They have made a soil study and ~emonstrated to the Board by showing several maps . Anthony Casend~-~ of Cb~ds, Bertman Tseckares Assoc.~ Inc., Boston, sho~ed and explained large aerial maps of the area and other maps showing the follow,lng: topography, slopes, vegetation, site character~ land use. He said they are dealing with a variety of so~s, they show a continuous framework of open space and they could make ponds. There is very little of the site that is not usable. He then showed and expl-~-ed three ~fferent housing study maps. 1. Prel!m~e~ydetachedhousing study map: Thiswould allow approx. 588~i~e~ family units, leaving 155 acres of open space - approx. 25% of public open space. They question the use of this plan. 2. Preliminary multi-family study map: This would provide 6,000 units - approx. 226 acres of publi.open space (3~%) with a density of 9 per acre. There would be town houses to2~ story condominium. They question the use of this plan' 3. Preliminary composite study map: This would provide 2 & 3 story apartments, tc~n houses, mid, rise (~-5 stories) and some single family. There would be approx. 2500 units - approx. 200 single family. 285 acres of public open space (~J+%). They would have two ways of providing sewerage - either tie in to anyexisting facilities or package treatment plant. Mr. Devons Hamlen went on to explain the economics of the studies. He said they have tried to be conservative. They feel that the more land that can be left open will better benefit the to~n. He explained that under plan#l the town would lose approx. $187,000 on an a-m,~ basis due to the number of students, m~-tenance of roads, etc. The figures are 1.9 students per f~m~y. Study~3 is the best form of planning and economically. The town would make approx. $300,000. Gladstone Associates could give more figures as to schools, etc. This is a 5-10year project. They would Like to see the Planned Unit Development (PUD) by-law approved by the town in March, 1972. They would like to work with the Planning Board $~d the Town to accomplish their development. September 13, 1971- cont. Mr. Keirstead asked the status of So. Bradford Street. They said they are not pre- pared to make a statement yet. They would like to meet with the Board again at a special meeting to discuss the project more fully and to submit reports and material to the Board. A special meeting will be held on Tuesday eve~8, October 12th, at 7:30 P.M. RICHARD YOUNG, DIRECTOR - MERRIMACK V~LT.~Y PLANNING CO~ISSION: Richard Young, Executive Director of the Merrimack Valley Planning Commission appeared before the Board at the Board's request, to discuss ~s comments on the planning reports prepared by John Brown. They discussed density, residential areas, regional industrial development trends, retail, open space and the pre- jected highway system for 1990. He said somehow a corridor has to be provided through North Andover and Rte. 133 is a likely corridor to Georgetown, Ipswich, Gloucester, etc. He asked does the town want to widen existing roads or plan for new ones? Rte. 113+ could become a major highway. The ABM road could be projected through to Boxford. This is a problem that should be seriously considered. The soil survey was discussed and also that Mr. Brown's report said drainage in the town was good to excellent. He remarked that with all the swamps in town, drainage is not excellent. He suggested that perc tests should be made just during certain months of the year. He warned that Pls_nnod Unit Development (PUD) is only a means to an end and to think very seriously about it before adop'bing it. He discussed density and to be aware of present zoning and lot sizes and suggested that some fo~%~m of description of existing lot sizes or densities be made so future zoning controls can avoid creating wholesale non-conformities. He said pressure on the Board and consultant by certain elements for zoning action should be re- sisted. He feels that iow income housing is a necessary thing. The town should adopt regional housing objectives in order to get federal funds for the east side sewer. He suggested going over any reports before a final pr1Bting is made. He asked the Board several questions about their future plans and amount of budgets because the Commission is collecting planning programs of the areas$ they are also developing a watershed study. BOARD OF APPEALS ~EOISIONS & L~P~AL ~OTICES: The Board read decisions made by the Board of Appeals on hearings held pre- viously by them. They also received legal notices of hearings to be held on September 2Oth on the following petitions: 1. Arthur Valliere, Beacon Hill Blvd. 2. Gerald McCarthy, Fernwood Street. 3. Harold W. Trombly, Andover By-Pass ~. Davis & Furber Machine Co., East Water, Water & Clarendon Sts. 5. Earle Card, Middlesex St. & Silsbee Rd. The Board felt these were routine petitions and had no comment to make. MISCELLANEOUS MATTERS: The Board received and noted the following communications: 1. Executed copy of Amendatory Agreements for Phase IX from the Dept. of Community Affairs. September 13~ 1971 - cont. 2. Copies of schedules of payments to John A. Brown from the Dept. of Community Affairs. 3. Planning Newsletter from Mass. Federation of Planning Boards. ~. Letter from Greater Lawrence Ecumenical Area Ministry, Inc. signed by Rev. James P. Keller. Copy of the letter will be sent to John Brown. 5. Material was received from the Merrimack V~lley Planning Commission of notice of the next meeting. REVISED SUBDIVISION RULES&P~ULATIONS: The Board will meet with various town departments on Wednesday, Sept. 15th, to discuss the revised Subdivision Rules & Regulations. NEXT M~TI~GWITHLAND/VEST: The Board agreed to meet on Tuesday, October 12th, with representatives of Land/Vest - they will be so notified. The meeting adjourned at 10:30 P.M.
