Special Meeting
The PLANNI~ BOARD held a special meeting on Wednesday evening, September 15,
1971 at 7:30 P.M. in the Town Office B,,i~at~ ~rith the fo~o~ing members present:
Charles W. Trombly, Jr., Chairman; Donald N. Keirstead, Vice Cb=i~man and William
Chepulis, Jr. This meeting was called by the Pl~nni~g Board to discuss the revised
Subdivision Rules and Regulations with several Town departments and Town heads.
The following were given sets of the Rules and Regulations and notified of the
meeting: Tree Department, Highway Surveyor, Board of Public Works, Fire Chief,
Police Chief, B,,i~i-g Inspector, Conservation Commission, Town Clerk and Board of
Health. The following people were present: Leo Lafond, Tree Warden; Fire Chief
James Daw and Dr. Julius Kay, Board of Health. Ben Osgood was also present.
Fire Chief Daw discussed the revisions with the Board. He said they are having
problems with the underground fire alarm systems because they are getting broken
when other departments or utilities are being installed and they don't work and
the developer doesn't repair them. He said the bond shouldn't be released until
the system is working properly.
Mr. Keirstead expla4~ed that under the present regulations there is nothing covering
fire alarm systems and the developer c~n~ot be required to meet certain req,,~ements.
Under the revised regulations, the Fire Chief ~ill have authority and can make them
meet specifications and he can require inspections when necessary. The Fire Chief
could work together with the Board of Public Works as to locations of hydrants,
connections, etc.
Chief Daw was satisfied with the new regulations as revised.
Leo Lafond, Tree Warden, discussed the revisions with the Board. He vas concerned
with the utilities being underground and interfering with the Placement of the
trees.
Mr. Keir~tead pointed~that the placement would be up to ~ro Lafond and also the
existing trees to be saved would be up to hi~o
Mr. Lafond said he was glad to see provisions made for trees and that his depart-
ment would do everything possible to the Board's and town's satisfaction.
Dr. Julius Kay, Board of Health, discussed the revisions with the Board. He said
the systems should not be confined to septic tanks . There could be private sewage
plants, worked on a cooperative plan, in which the State has slot of jurisdiction,
more so than the town. This may be the coming solution to septic problems. This
system would require slot of s~ud~.
Ben Osgood also discussed with the Board the section having to do with m~~ry
tests on each lot of a subdivision. Mr. Osgood said this would be very expensive
to the developer and is rea~y not necessary. Samplings could be taken at certain
points - not on every lot.
Dr. Kay said he will have Bill Driscoll, the sanitary engineer, ~rite up some
req-~ements for the Board.
No one on the Board of Public Works was able to attend, but Joe Borgesi, the acting
superintendent, had submitted several suggestions in writing to the Boardt ~hich
were discussed and noted. He ~ submit more B.P.W. requirements to the Board
for possible inclusion in the re,relations.
Ben Osgood held further discussion with the Board relative to inspections of
roadways end the present diffficulties. ~r. Kairstead sa~d a %ime clause cannot
be enfforced~ that ff the Highway Surveyor doesn't make inspections when re-
quested, the developer cen hire his own engineer and submit a report to the
Pl~-t~g Board.

conditions rather than perc tests. ~r. Keirstead said that section could possibly
be rewritten.
It was discussed that the public hear~n~ wou~d probably be in November since t~me
~ould be needed to make further revisions and new drafts be made of the regula-
tions.
DAVIS & F~R~ ~AC~INE COmPAnY
The Board discussed the Davis & Furber ~acRine Company petition com~ up at
the Board of Appeals heardng on Sept. 20th. They want to make house lots for the
presently existir~ duplex houses on Water and E. Water Streets which a~e in an
industri~ly zoned area. The Board feels re-zonin~ wou~d be necessary and
send a letter to the Board of Appeals informin~ them so.
They discussed changing zo~i-g of the west side of Chickering Road to VLllage
Residence and where there is now sewerage end re-zoning the present industrial
area ~here there are' home~ to residential.
They discussed the 1971 budget and possibly printing new Zoning By-La.we.
The meeting adjourned at 9:30 P.M.
