Regular Meeting
The BOARD OF~APPEALS held a regular monthly meeting on Monday
evening, March 8, 1982 at 7:30 p.m. in the Town Office Meeting
Room with the following members present and voting:' Frank Serio,
Jr., Chairman; Alfred E. Frizelle, Esq., Vice Chairman~ Richard J.
Trepanier, Esq., Clerk; Augustine W. Nickerson; and Walter F. Soule.
PUBLIC HEARINGS
Capricorn Corporation - Special Permit.- Heliport Turnpike St.
The Clerk read the legal notice.
Mr. Robert Regan, President of Capricorn Corporation, was present
and made the following points!
- He wishes to construct a heliport in the Willows Professional/
Industrial Park.
- Heliports are an allowed use under the Zoning By Law with a
Special Permit from the Board of Appeals.
- The traffic would not be over any houses.
- The proposed location is next to the highway (Route 114).
- The specific users are not yet known, but several companies
in the professional park have expressed an interest, including
Advanced Reproduction Company.
- The heliport would attract businesses to the park.
- The proposed location is ideally situated in that the approach
and departure patterns are in an open area.
- The proposed location meets all the requirements for a heliport.
No one spoke in favor to the proposal.
speaking in opposition were: Herb Redman, Edward Condon, Mark
Schmidt, Charlie and Marilyn Carroll, Richard Valle, Joanne Devon,
Tom Lightburn, Mary Mottola, Sheldon Gilbert, Jack Carter, and
Mort Galper.
The neighbors gave the following reasons for their opposition;
- The lack of need for the heliport due to the close proximity
to the Lawrence Municipal Airport.
- Safety concerns due to the close proximity to Route 114.
- Noise

Quality of living in the area would go down.
Mr. Regan argued that contrary to public opinion, helicopters
are not loud.
MOTION: by Mr. Frizelle to deny the Special Permit.
SECOND: by Mr. Nickerson
VOTE : Unanimous - motion carries.
The Willows, Inc. - Variance Turnpike Street
The Clerk read the legal notice.
Mr. Robert Regan of the Willows, Inc. was present and made the
following points:
- The request is to allow two signs to remain on the premises.
- The situat~ion developed when the Building Inspector viewed
the signs at the Willows.
- At one time, the Willows owned the entire parcel, but it has
since been divided.
- The restaurant needs the signs out front.
- The variance is needed to keep it there.
- The only alternative is to run a pork chop lot to house the
signs.
- No new signs are proposed,
A letter from the Building Inspector dated February 2, 1982 was
read and placed on file.
Speaking in favor were Mr. and Mrs, Charles Carroll of Chestnut St.
No one spoke in opposition to the petition.

Plotkin, Edward - Variance - Turnpike' Street
Continued from February, 1982.
Attorney John J. Willis, Jr., was present for the petitioner
and made the following points:
- The property is zoned I~1, which requires an area of 80,000
square feet.
- The applicant has a problem in that this is the only land
he owns and he cannot use his land without the variance.
- A variance from the dimensional requirements is requested.

- There is a 100 footAsetback, a 50 foot setback in the rear
and 50 feet on the side, leaving a buildable area of approxi-
mately 8,000 s.f.
- The only alternative would be to sell to an abutter.
- The original house burned several years ago.
- There would be no detriment to the public good,
- Parking would be provided in the front of the building.
- Mr. Plotkin will not develop the land himself - he will sell it.
No one spoke in favor or opposition to the petition.
A letter dated February 2, 1982 from Harold and Beverly Whipple
was read and placed on file.
MOTION: by Mr. Frizelle to take under advisement.

OTHER BUSINESS
The Board signed the plans for Dr. Mukerjee for Main Street
with the conditions of approval on the plan.
The meeting adjourned at 9:05 p.m.
