Special Meetin~
The BOARD OF APPEALS held a Special Meeting on Monday evening,
June 28, 1982 in the Town Office Meeting Room with the following
members present and voting; Frank Serio, Jr,, Chairman; Alfred E.
Frizelle, Esq., Vice Chairman~ Richard J. Trepanier, Esq., Clerk;
and Augustine W. Nickerson.
Associate Member Maurice S. Foulds was present but not sitting on
the hearing. Also. pres'ent were Building. Inspector Charles Foster
and Fire Chief William Dolan.

Present at tonight's meeting were Gayton Osgood and Barbara Keiser
from the Office of Community Development, Randy Jones~ the archi-
tect, and Dr~ Richard Lentin~, an abutter.
A letter from the Fire Chief dated June 16, 1982 was read and placed
on file. He is opposed to the use of the alley-way next to the
fire station, and is in favor of the walk-way.
Fire Chief Dolan stated that the fire department wants a walk-way
but not the traffic. This is the last area. to be plowed in the
winter and the fire department needs access to the proposed Senior
Center. Also, if there is an access from Saunders Street, the fire
department wants the key to the §ate.
He added that people assume that because the fire deparmtment is
located so close to the proposal, there is always the possibility
that Station 2 will have to respond and that they need the access
for the apparatus.
Gayton Osgood informed the Board that his office has talked with
Dr. Lentini since the last meeting and that more engineering has
been done, as well as discussions on parking and he believes that
all questions have been satisfied.
Dr. Lentini said that they have come to an agreement with the
lay-out of the plans and that there should be positive drainage
on the Southeast side of the building and that every effort should
be made to position the right-of-way to the back boundary of the
property.
Mr. Jones presented a revised plan to the Board showing the split
parking. He has re-designed the road and changed the grade.
Mr. Osgood added that the construction will be scheduled so that
there will be access at all times.

Building Inspector informed the Board that the actual final
drawings are a long way off and suggested that the Board use
the current plans as a reference in their decision.
Dr. Lentini added that the easement problem will be addressed
when the legal work is done.
MOTION:
by Mr. Frizelle to grant the Special Permit as requested
subject to the condition that there be an emergency exit
only on Saunders Street, that there be one exit between
the Town Hall and the Norwood property and that it only
be a walk-way in accordance with the plan presented to-
night.
SECOND: by Mr~ Trepanier
VOTE : Unanimous motion carries with four members.

The Board discussed the petition and reviewed the files.
No action placed on the agenda for the next meeting.
The meeting adjourned at 9:00 p.m.
