Regular Meeting
The BOARD OF APPEALS held their regular meeting on Monday everztug, February 8,
1971 in the Town Office Building with the following members present: Arthur R.
Drummond, Chairman$ Philip Arsenault, Esq. and Dr. Eugene Beliveau. There were not
enough members present to constitute a quorum.
FLATLEY APARTMENTS:
Atty. John Willis appeared before the Board to discuss his letter to the
Board relative to the time schedule on the Flatley apartments permit. The
chat wmen explained that no action could be taken this evening because a quorum
was not presents however, they would listen to what he had to say.
Mr. Willis asked the Board if they would consider accellerating the program to
allow Mr. Flatley to build 16 buildings this year (192 units) end the remaining
buildings next year (14 bldgs. - 156 units). He said the Board can make amend-
ments or changes to a decision without a hearing.
Mr. Arsenault thinks a hearing should be held if any changes are going to be made.
Mr. Willis said this would benefit the town tax-wise end nobody would be seriously
affected by this change. He said he would discuss with Mr. Ftatley~ that if a
hearing is necessary, whether or not he wants one,
Mr. Arsenault said this sch,~dule of building was offered by Flatley at the time
of the hearings. There was alot of controversy at the~ time it was granted and
it is only fair that the abutters be aware of any changes. Mr. Flatley has
shown and built good feeling with the town and there may not be any objections.
GEORGE H. FARE GRAVEL P~P~T:
The Board received a copy of a letter sent by the Building Inspector to
George Farr notifying him that since the Board of Appeals did not renew his permit
no gravel may be removed from the site until such time as it is renewed by the
Board.
LOUIS J. ENl--.C:
Mr. Kmiec appeared before the Board to explain the "Know Your Town" program
being sponsored by the North Andover Jaycees. The e~blbition is to be held on
Sunday, March 28th from 10:OO A.M. to 5 P.M. at the N.A. High School cafeterias
A & B. There will be about 45 various departments end organizations presenting
displays and they would like to have the Board of Appeals participate. They
would like to have details of the proposed exhibit by March 8th so they can plan
the floor space.
The meetin~ adjourned at 8:00 P.M.
