Colantoni, R. Glover 2 Absent: R. Rowen 3 Staff Present: J.Tymon,J. Enright 4 Meeting began at 7:02pm. 5 POSTPONEMENTS 6 CONTINUED PUBLIC HEARING: 350 Great Pond Road, Application for a Watershed Special Permit 7 to construct an addition to an existing home and a new garage. 8 9 PUBLIC HEARINGS 10 CONTINUED PUBLIC HEARING: 16 Berry Street, Application for an 11 lot Definitive Subdivision 11 Plan 12 J. Tymon: The applicant has received responses from the town's stormwater analyst, L. Eggleston, and 13 the civil engineer consultant. They have submitted plans for the sewer pump station. The DPW will 14 review those plans. Revised plans were received yesterday and the outside consultants will need to 15 review and respond to those plans. Raised a concern regarding whether the DPW or a homeowner's 16 association will maintain the roadway and drainage structures. Also asked for clarification as to whether 17 the drainage calculations include the land of the entire subdivision or just the lots on the proposed cul-de- 18 sac. 19 Matthew Bombaci, GPR, Inc.: Explained that they do intend to have the roadway and pump station 20 accepted by the town. Also,the stormwater structures for the road are designed to provide capacity for all 21 lots of the proposed subdivision. Provided an overview of the stormwater consultant and civil engineer 22 review comments and how each item has been addressed on the plans. Also, reviewed a list of waiver 23 requests and provided an explanation for each request. 24 J. Tymon: Responses from the DPW and outside consultants should be back for the next meeting. 25 M. Bombaci: Asked if a draft of conditions could be drawn up for the next meeting. 26 J. Simons: Suggested that it probably won't be done for the next meeting but rather for the second 27 December meeting. 28 29 CONTINUED PUBLIC HEARING: Merrimack College, 315 Turnpike Street, Application for Special 30 Permit— Site Plan Review. Applicant proposes to expand the Volpe Athletic Center and add 66 parking 31 spaces. 32 J. Tymon: The applicant has had a meeting with Jennifer Hughes, Lisa Eggleston, and me to discuss the 33 issue of the stormwater to try to find a way to have the stormwater that lands in North Andover stay in 34 North Andover. The college has looked at alternative measures that the applicant will discuss. 35 Jeff Doggett, Chief of Staff to the President of Merrimack College: Reviewed the changes to the plan that 36 include making an adjustment to the proposed building addition that would keep it out of the 50' no-build 37 zone, shifting part of the proposed building addition towards the existing tennis courts,the additional 38 parking spaces that were proposed to be located where the tennis courts are will be reduced. Some spaces 39 will be added in other locations. Reviewed changes to the proposal for stormwater runoff including rain 40 gardens added to the back and side, and additional drainage pipe systems. The college is before the town 41 of Andover tonight and will most likely be before them one more time before going back the North 42 Andover's Conservation Commission. 43 J. Tymon: the College has made some major changes at our suggestion. 1 PLANNING BOARD Meeting Minutes Tuesday, November 1, 2011 Town Hall, 120 Main Street 7:00 PM 44 45 NEW PUBLIC HEARING: North Andover Country Club, 500 Great Pond Road, Application for a 46 Watershed Special Permit to reconstruct existing tennis courts and replace existing fence. 47 J. Tymon: This location is within the non-disturb zone of the Watershed Protection. The applicant has 48 been before the Conservation Commission. The plans have not been sent to the outside consultant for 49 review. The new courts and surface provide for better infiltration. Conservation asked that an infiltration 50 trench be added and the southern court be re-graded so that the stormwater will reach the trench. 51 John Morin,Neve-Morin Group, Inc.: Provided an overview of the court location in proximity to the 52 lake. The existing courts are clay and the surface has been maintained with a pulverized ledge base for 53 approximately twenty years. 12"of the existing material will be pulled up and 10"of gravel, 2"of 54 crushed stone, F of stone dust, and then 1.25"of the pulverized ledge base will be put down. This will 55 be a better drainage system than what is there currently. The infiltration trench that Conservation has 56 requested is still being evaluated. Once a test pit is dug and the soil types are determined they are going 57 to discuss with Conservation whether the trench is actually needed. There will be erosion control in place 58 all around the perimeter, along the gravel drive, and at the entrance where the trucks enter from/exit to 59 Great Pond Road. The existing fence will also be replaced. 60 T. Seibert: During the course of construction the site should be monitored to make sure all the erosion 61 control measures are in place. 62 J. Tymon: We could have a draft Decision for next meeting. 63 64 CONTINUED PUBLIC HEARING: 203 Turnpike Street(a/k/a 451 Andover Street): Metro PCS, 65 Application for a Wireless Special Permit Renewal and Modification. 66 J. Tymon: There were no issues brought up at the last meeting and no further information has been 67 received. 68 MOTION 69 A motion was made by T. Seibert to close the public hearing for Metro PCS, Massachusetts at 203 70 Turnpike Street. The motion was seconded by M. Colantoni. The vote was unanimous. 71 MOTION 72 A motion was made by R. Glover to approve the Wireless Service Special Permit for 203 Turnpike Street 73 for Metro PCS. The motion was seconded by M. Colantoni. The vote was unanimous. 74 75 DISCUSSION 76 Annual Town Meeting: Proposed zoning changes. 77 J. Tymon: The timetable for Town Meeting has been issued and the Town Manager's office will 78 be looking for nonmonetary town meeting warrant items. The only zoning issue that is known is 79 that we will have a new zoning map. This would be a Town Clerk certified, Attorney General 80 approved zoning map for 2011. The current map has not been officially certified since 1987. 81 There is a street acceptance that is in process for Nutmeg, Thistle, and Periwinkle. Also, 82 working on some changes to the Watershed Protection Permit but these may not be ready for 83 Town Meeting. 84 J. Simons: Suggested putting the Wireless Overlay District article back on the warrant. 85 86 MEETING MINUTES: Approval of October 18, 2011 meeting minutes. 87 MOTION 88 A motion was made by M. Colantoni to approve the meeting minutes for October 18, 2011. The motion 89 was seconded T. Seibert.
