Present: Larry Fixler,Frank MacMillan Jr.,Joseph McCarthy,Michelle Davis,Brian LaGrasse,Toni K.
Wolfenden,Caroline Jbbitson. Dr.Thomas Trowbridge was not present.
1. CALL TO ORDER
Chairman Larry Fixler called the meeting to order at 7:02prn in the 2®d Floor Selectmen's Meeting Room.

it. PLEDGE OF ALLEGIANCE
A. PU13LIC HEARINGS—Chairman Larry Fixler called the public hearing to order 7:03pnr. All were
in favor(4-0-0). Robert Daigle of Robert Daigle Construction,LLC located at 14 Coffin Avenue
Haverhill, MA 01830 has been a permitted septic installer with the town since 2004. He has come
before the board of health to request his disposal works installers permit be reinstated for 2018. Mr.
Daigle's permit was denied because of issues pulling permits and not following proper procedures in
2017. There was concern with quality of work,use of incorrect components and timeliness of pulling
permits and system installations,which resulted in extra burdens on the homeowner and health
department staff. Mr, Daigle provided letters of recommendation, and his copy of the contract for the
residence in question. Mr. Daigle agrees he installed an incorrect d-box. He stated he misunderstood a
conversation with Brian LaGrasse in regards to d-box regulations. He corrected the error. There was
also a problem a bottom of the bed inspection and a missed sand inspection. The requirements are
found on the septic system installer project management obligations form. Frank.MacMillan states if
Mr.Daigle appears before the board in the future for not following the rules and regulations of the
board of health,his license should be permanently revoked.
MOTION made by Joseph McCarthy to reinstate the Disposal Works Installers Permit for Mr.
Daigle of Daigle Construction,LLC for 2018,with the condition that,the permit will be revoked
permanently,if there are any future problems with the authority of the Board of Health by
Brian LaGrasse. Motion seconded by Frank MacMillan.All were in favor and the motion was
approved(4-0-0).
Public Hearing closed at 7:51 pm
Royal Crest will not be coming before the board of health. 'They requested a"stay". Royal Crest will
hold the right to appeal. At this time,they are working with the Town of North.Andover to correct
various violations. There is an action plan in place. If the town is not satisfied,they will be asked to
appear before the board,

MOTION made by Frank MacMillan to approve the request for Royal Crest to appeal with a
Stay. Motion seconded by Michelle Davis. All were in favor and the motion was approved. (4-0-
0)
III. APPROVAL OF MINUTES
Meeting minutes firom February 22,2018 were presented for signature.
Motion was made by Joseph McCarthy to approve the minutes,the motion was seconded by Michelle
Davis, all were in favor and the minutes were approved. (4-0-0)
IV. OLD BUSINESS
V. NEW BUSINESS
A. Brian LaGrasse shares promotional literature on legalized marijuana. The title is"What EveryAdult
Should Know". It helps adults talk to their children about marijuana facts. The pamphlet is for
parents,not for children.
V1. COMMUNICATIONS,ANNOUNCEMENTS,AND DISCUSSION
A. Larry Fixter shares an article on acetaminophen overdoses. There is a concern with duplicating
medicines,which could result in liver damage. During the cold and flu season overdose risk increases.
One should not drink alcohol and use acetaminophen.
B. Frank MacMillan and Ronald Beauregard will be presenting a discussion on vaping and nicotine in
May 2018
C. Brian LaGrasse will be contacting the Northeast Mosquito Control for a 15-minute discussion on
protecting yourself against pests.
D. 2018 First and Main Farmers Market- Brian LaGrasse asks the board of health if they will be issuing
or waiving the temporary permit fee. The board has requested a recommendation from Phil
DeCologero,town representative for the farmers market.
F. The monthly reports were presented to the board please see Appendix A

MOTION made by Frank MacMillan to adjourn the meeting. Joseph McCarthy seconded the motion
and all were in favor(4-0-0).The meeting adjourned at 8:33 pm.
