Prepared for: Technical Review Committee, Town of North Andover May 21, 2008 4 .. m s„, 3 v . x J' T 3 a. � s b 3 i „ way .. d,g „ Background The subject property is a currently abandoned gas station located on Mass Avenue, on the Lawrence side of Route 495. The property is located directly across the street from the Riverbank building, and is abutted by residential properties (Commonwealth Avenue) and Merrimack Valley Oil. In close proximity is a portion of the Shawsheen River. The property was abandoned by Shell Oil, with their tanks removed in 2003. The property has been for sale for quite some time, with two proposals for development abandoned by two previous potential buyers due to 1.) potential environmental risk and easement concerns (Angela's Coal Fired Pizza), and 2.) the applicant was denied a variance for the property's use as car wash due to noise/visual concerns. The current proposal, by SAK Environmental and Peter Shaheen, is based on the intent to purchase the property from the current owners (purchase and sale agreement in place) and re- develop the property as a convenient store/gas station with a drive through window. Alternative proposals have been considered, but this is the most attractive alternative in terms of economic viability and site compatibility. Existing Site Conditions The existing site is somewhat of an eyesore in a visible gateway to the Town of North Andover. The site is easily accessible via Route 495 for travelers stopping off the highway, and is accessible on foot and auto. We are hopeful that an attractive and useful business at this location will make this remote part of town a destination for people as they enter and leave North Andover, and to business people at the Riverbank building and residents in the area. I The existing site is shown in Figures 1 through 8. The site vicinity is mixed use: commercial and residential. The zoning is G-B Zoning district. Merrimack Valley Oil has two easements on the property. One is for access/egress to their site, the second is for an existing UST located on the subject property. We have been working cooperatively with MVO to determine the environmental condition of the existing tanks on the subject property, and to allow access to their site from the subject property. A preliminary review of prior documentation, as well as supplemental field investigations indicate that the soil in the vicinity of existing and former underground storage tanks is not contaminated or compromised. A portion of the site is located in the 100-foot buffer zone for wetland resource (Shawsheen River) and the majority of the site is within the 200-foot Riverfront protection zone of the Shawsheen River and subject to Town of North Andover riverfront regulations. The project proponents recognize that this is a sensitive environmental resource, and will make every effort to improve the area to protect this resource, while developing the site to a compatible and economically viable use. Project Proposal The current proposal is to renovate the existing building (interior and exterior)to accommodate a combined convenient store with a drive through window. The existing pump island will remain canopied and may extend to include an additional pump station. The new drive through/gas station will include the installation of new double walled underground storage tanks (located outside the 100-foot wetland buffer) with leak detection and alarm systems. The proposal will include improving the site conditions through landscaping and islands, new pavement and markings, and to include storm water BMPs and sustainable site design techniques to the greatest extent practicable. It is anticipated that since the site is now nearly 100% impermeable, we will be able to make some improvements to the site to increase groundwater recharge, while protecting the groundwater from pollutants and spills. Marked parking spaces will be provided, including handicapped space as required, and improved marking and landscaping will further define the boundaries between the subject property and MVO, while maintaining access/egress to their site.
