Just got my material pricing from my supplier, sorry for the delay.
Thought I would email my estimate to save a little time.
I had the materials priced two ways, fir and cedar, to get an exact cost difference.
My estimate to provide labor and materials to construct the 8 x 8 deck in fir is$2,170.00.
Included in this proposal is the following:
Excavation and backfill for two 12"x 4'concrete piers
Sonotubes and concrete
Pressure treated framing
1 x 4 fir decking
Fir posts, rails, ballusters to match existing design
4 x 8 privacy lattice on front and side
Clean-up and debris removal
My estimate to provide the same work using cedar for the decking, posts, rails, and ballusters
is$2,635.00.
If you would like to use fir decking, but cedar posts, rails, ballusters, my estimate is$2,420.00
1 did not include the building permit fee in these estimates.As we discussed, I would get the permit
and submit the receipt to you for reimbursement.

an update on when you expect to start/finish? Also, let me know what payment schedule you

Here's along the lines of what I'm expecting to see on the quote from our email exchanges...

0 Can you take on the responsibility imposed on us by the conservation committee to
remove and dispose of the "yard waste"that we have put on the other side of our stone
wall near the deck? I think I might have told you about this already... basically there's
about a dozen pieces of sod (each are about 1 square foot) and a few bags worth of
grass& leaves that they have required us to remove from the site. Jennifer,from the
Conservation Dept, will be coming out after the deck has been completed to inspect.
• 1 don't know if your quote needed this level of specificity, but can you be sure to encase
the privacy lattice with a 1"x4" border, to match what we have around the existing deck
now.
• Our neighbor is getting rid of their sandbox, and I was hoping you could make use of as
much of it as possible in the construction of the supporting joists. It's basically 4 planks
nailed together at the ends to form a rectangular shape. It's now leaning up against
their house and ready to be taken away. The planks are 2" x 8" by 8 ft PT wood. Would
you be willing to use what you can and deduct the equivalent amount from your
material costs?
• Also,just wanted to be sure you remembered we want to have the portion of the railing
that would separate the new extended platform from the deck removed. This amounts
to roughly 3 ft, creating an opening from deck to platform of 7+ft.

Information and Instructions
Massachusetts General Laws chapter 152 requires all employers to provide workers' compensation for their employees.
Pursuant to this statute,an employee is defined as "...every person in the service of another under any contract of hire,
express or implied, oral or written."
An employer is defined as"an individual,partnership,association, corporation or other legal entity, or any two or more
of the foregoing engaged in a joint enterprise,and including the legal representatives of a deceased employer, or the
receiver or trustee of an individual,partnership, association or other legal entity, employing employees. However the
owner of a dwelling house having not more than three apartments and who resides therein,or the occupant of the
dwelling house of another who employs persons to do maintenance,construction or repair work on such dwelling house
or on the grounds or building appurtenant thereto shall not because of such employment be deemed to be an employer."
MGL chapter 152, §25C(6)also states that"every state or local licensing agency shall withhold the issuance or
renewal of a license or permit to operate a business or to construct buildings in the commonwealth for any
applicant who has not produced acceptable evidence of compliance with the insurance coverage required."
Additionally,MGL chapter 152, §25C(7)states"Neither the commonwealth nor any of its political subdivisions shall
enter into any contract for the performance of public work until acceptable evidence of compliance with the insurance
requirements of this chapter have been presented to the contracting authority."
Applicants

Project: Increase an existing 4' x 4' stair landing to 8' x 8' landing. The purpose of the
extension is simply to create a platform large enough to place our freestanding barbeque
grille onto, as opposed to consuming space on the main deck platform today. Not
altering structure of the existing deck & stair foundation in any way, other than to replace
existing stair platform decking with 8' lengths of matching 1" x 4" planks to
accommodate the increased size.
Plot plans are being submitted with application to confirm new posts will be beyond the
threshold of the required 50 foot buffer distance from edge of wetlands and adequate
distance form existing septic tank and related leach fields.
Construction will consist of 1" x 4" decking on top of 2' x 8' PT joists and 4" x 6"
beams fastened by hangers and hurricane clips. Railings will comply with maximum 4"
spacing. 12" diameter Sonotubes will be buried to 48"below grade, unless immovable
ledge is encountered, in which case cement Sonotubes tubes will be appropriately
fastened to ledge with rebar.

agent thereof) drawing showing existing and proposed conditions and the delineated wetland resource
areas (see plan requirements below for additional detail).

❑ A pre-construction/pre-approval meeting was held on site between the applicant and a representative of
the Conservation Commission Date of Meeting:
❑ The delineated resource area boundaries have been confirmed by the Conservation Department as
accurate.
Plan Requirements (Section 4.4.3 B):
Certified and/or professionally prepared plans are not required. However,the North Andover Conservation
Commission or its designated agent shall have the final authority to determine whether the submitted
plans/drawings are adequate and include all pertinent information for review.
At a minimum,all plans submitted shall clearly and accurately show the present conditions and proposed
work and depict the location of all wetland resource areas within 100' of the proposed work. All plans must
be signed and dated by the person who prepared them.
The Commission may also require the following information on the proposed plans in addition to the
aforementioned criteria where applicable:
❑ Location of any subsurface sewage disposal systems.
❑ Locations of any drainage structures.
❑ Locations of any easements,including but not limited to, drainage and utility easements.
❑ Locations of any open space boundaries if (eg.if the lot is affected by the 50' open space boundary as
required in a Planned Residential Development (PRD)).
❑ Location and nature of all proposed alterations to the Buffer Zone Resource Area.

❑ COMPLETE APPLICATION-The application meets the submittal requirements. Therefore, the
Conservation Department has prepared a written list of conditions necessary to protect any adjacent
wetlands for approval by the Conservation Commission.
This condition list shall be filed with the North Andover Conservation Department as NACC #
❑ INCOMPLETE APPLICATION-The following sections of the Wetland Protection Bylaw &/or
Regulations have not been complied with and as a result this Department is rejecting this incomplete
application w/in two (2)business days from the date of receipt (Section 178.4 North Andover Wetland
Protection Bylaw). You may pick up this application and supporting plans at the Conservation Office and
re-file with the required supporting documents and information.
❑ NOT A SMALL PROJECT-The North Andover Conservation Commission has determined that the
proposed project as submitted does not meet the small project criteria and hereby denies the application.
As such, a Request for Determination of Applicability (RDA) or a Notice of Intent (NOI) must be filed.
