Society and the Building Inspector to take the barn down. The

Dear Mr. Keohan,
On February 10, 2009, at your request, I conducted a field inspection in order to evaluate the
structural condition of a wood barn located adjacent to above referenced property.
The barn is constructed of wood timbers of various sizes and is said to have been built circa
1850. The structure is bearing directly on the ground, no foundation is visible. A few screw -
jack posts and concrete sonotubes have been installed to help support the loft and exterior
wall framing.
The structure as a whole appears to be leaning in various directions. Many wood members
are undersized for standard live load requirements and some loft floor members have failed
completely. The loft floor has severely deflected vertically due to inadequate member sizes
and lack of enough vertical post supports. The exterior walls are out of plumb, and likely
unstable due to the lack of any perimeter foundation.
It is my judgment that, in its current condition, this structure is unsafe and susceptible to
collapse from gravity (snow or loft live) loads or lateral (wind or seismic) loads.
Furthermore, it is my opinion that given the number and nature of structural inadequacies, an
attempt to renovate this structure (including the installation a new foundation) in order to
meet code standards would be difficult and probably not economically feasible.

I have been contracted by Mr. Keohan to bring his property into compliance as per your
Order under 780 CMR 121.0 Unsafe Structures. As you said in your letter the barn is in
"an unsafe condition(state of collapse)"
As by your direction, in order to be granted a permit to remove the barn on the above
property, the permit must be signed by both owners.
Mr. Michael Keohan, one of the two owners, you have met and has signed the permit.
After leaving your office at 1:17 p.m, I called the co-owner and left a message to call me.
Mr. Brian Goodhue, the co-owner of 54 Elm Street, retuned my call immediately and
Stated he will not sign the permit.

Dear Mr. Gerald Brown,
This letter is in regard to the unsafe structure that is
in the state of collapse at 54 Elm Street, North Andover. On
February 10th ,I had a Consulting Engineer Charles Patti, PE.
conduct an inspection of the barn on the property of 54 Elm St. in
North Andover. He said it would not be economically feasible to fix.
Please help in this matter, before someone is injured, or killed by
this unsafe structure. 1 now ask that the town of North Andover order
that the barn at 54 Elm St. please be taken down.
Mr. Brian Goodhue refuses to sign any paper work pertaining to do
with the above said structure. He will not work with me at all.
