This proposal is for the Pyrophoric Material Storage, H2, and Product Reclaim spaces, and, except as qualified below, is based on the architectural drawings (T-01 & 2, AD -01 & 2, A-01 ... A-09), structural drawing (S-01), mechanical drawings (FP -01 & 02; P-01 & 02; M-01 ... M-04), and electrical drawings (E-01... E-05), technical specifications, and two addenda (#1 & 2) prepared for JM Coull Inc. by Industrial Facilities Design Inc. dated February 17, 2009. This proposal is also based on the competitive bids we solicited and received from at least three trade subcontractors in a dozen trades including the architectural, structural, mechanical, and electrical trades. Our price, not including preconstruction & design -phase services that have already been provided and paid for ($86,909), and in accordance with the construction documents and as qualified below is Five Hundred Eighteen Thousand Seven Hundred Five dollars ($518,705). For a detailed breakdown of this proposed base price and the 2 alternate prices, please refer to the attached divisional cost breakdown. The drawings referenced above describe renovations and improvements in accordance and compliance with the 6th edition of the Mass State Building Code which was in affect when the project was designed and priced. Rohm & Haas acknowledges that the State is adopting a 7th edition of the Building Code which goes into affect in a few days. We have started the building permit application process by obtaining the Fire Department's formal approval; we will be formally applying for the Building Permit by week's end. Should the Building Department surprise us and not be willing to issue a permit based on the Code's 6th edition, the current design may have to be revised significantly to be in compliance with the new Code. 4. Our price assumes that, for and during construction, we can draw electrical power and water, free of charge, from the existing building's systems. We also assume that we can use an existing telephone line and existing toilet facilities for and during construction. 5. This proposal is based on the use of Rohm & Haas' standard fixed priced (lump sum) construction contract between an owner and a design-builder/contractor. Retainage from monthly progress payments will be limited to 5%, and payments will be due within 45 days of the date of the invoice. 6. Although shown on the drawings, we have not included the steel framing and/or polycarbonate screening on the right (south) side of the process equipment area outside the building between column lines E & F. There is an existing -to -remain chain link fence with vinyl slats alongside the walkway. Page 2 of 3 Building Your Vision 7. Although we've discussed and the fire protection drawings call for a "Met -L -X" dry chemical fire suppression system in the proposed Pyrophoric Storage Rm, we're proposing and have carried a "Met-L-KyI" dry chemical system as designed by Ansul and proposed by Fire Equipment Inc. According to Fire Equipment Inc. and Ansul, the Met - L -X agent will not suppress a pyrophoric fire as well as the Met-L-KyI agent. We're still investigating the applicability and cost difference of the Met -L -X agent. 8. Our base price is based on the Pyrophoric Storage Rm having a demising partition with a fire shutter and one 3000# dry chemical fire suppression skid. To eliminate the demising wall & the fire shutter in the Storage Room and to add a 2nd 3000# dry chemical skid outside, add $49,742 to our base price (alternate price #2). 9. To replace the existing hard -wired fire alarm masterbox with a new radio masterbox as requested by the Fire Department, add $7,834 to our base price (alternate price #1). 10. The PE is considered the engineer of record and certifies system installation for code compliance at completion. Section 4 — Fire Protection Svstems to be Installed: a) Water supply and hydrants: 1. Two fire hydrants will be located within 50 feet of the building. 2. Water supply information. All areas which are Ordinary Hazard will have a sprinkler spacing of a maximum of 130 square feet. The Extra Hazard Labs will have a sprinkler spacing of a maximum of 100 square feet. The existing sprinkler system is currently gridded with 4" mains and 2" cross branches. The Pyrophoric Storage Room will have the existing wet sprinkler system removed in its entirety. The Fire Department has accepted this. There will be a complete dry chemical flooding suppression system installed in lieu of a wet system. Dry chemical system shall tie into Base Building fire alarm system. The existing fire alarm control panel is located at the rear main entrance and an LCD remote annunciator is located at the front main entry lobby. Building occupant notification of a fire alarm is accomplished via new and existing audio/visual (horn/light) appliances. These appliances will sound automatically based on an alarm condition initiated by smoke/heat detectors, manual pull stations, sprinkler flow or lab hood ansul system discharge. Detection devices include smoke/heat detectors, manual pull stations, and duct mounted smoke detectors. In addition, addressable monitor modules provide fire alarm system monitoring of the buildings sprinkler flow and tamper valves and lab hood fire suppression systems (aasul systems). Upon the initiation of any manual or automatic alarm device, the North Andover Fire Department will be notified via the existing municipal connection. When a fire starts, the fusible links at the sprinkler heads are melted, allowing water to flow from the system. A flow or pressure switch triggers an alarm within the building. The fire alarm panel will notify the fire department. e) Automatic fire extinguishing systems: Each new lab hood installed within the area of renovation will be equipped with an individual automatic dry chemical fire suppression system. Emergency lighting is provided by new and existing self-contained emergency battery units with low voltage lamps, L.E.D. exit signs with integral battery back-up and by certain light fixtures equipped with integral emergency ballasts. All emergency lighting equipment is designed to provide emergency lighting for 90 minutes. j) Hazardous material monitoring equipment: The space does not require hazardous material monitoring equipment. k) Seismic consideration: All installations shall comply with 780 CMR Chapter 16. The fire protection system that is to be installed for this project is a modification to an existing system to incorporate the new Laboratory layouts and spaces. This layout is required by 780 CMR to provide 100% protection. Section 5 — Features used in the Design Methodology: a) Building occupant notification of a fire alarm is accomplished via new and existing audio/visual (horn/light) appliances. These appliances will sound automatically based on an alarm condition initiated by existing and new smoke/heat detectors, manual pull stations or sprinkler flow. b) All responding emergency personnel will be directed to the existing main fire alarm control panel or the remote annunciator at either the front or rear entrance. This panel will advise emergency personnel of the location of the fire and the device that initiated the alarm condition. c) All construction work will be performed in a manner that is safe and in compliance with applicable codes. The existing fire alarm and sprinkler systems will remain operational throughout construction. Sequence of Operation Section 1: The fire alarm system shall operate automatically to sound all interior building evacuation alarms and flash all alarm strobes upon activation from pull stations, detectors, or sprinkler water flow devices. Upon initiation of any manual or automatic alarm device, the Fire Department shall be notified via the building existing municipal connection. When a fire starts, the fusible links at the sprinkler heads are melted, allowing water to flow from the system. A flow or pressure switch triggers an alarm within the building. The existing fire alarm panel and municipal connection will notify the fire department. An alarm condition will notify the North Andover Fire Department via the existing municipal connection. A tamper (supervisory) condition will notify the local fire department via the existing municipal connection but horn/lights appliances within the building will not be activated. 1. c. Testing Criteria Section 1— Testing Criteria Personnel: a) The Construction Manager in association with the Electrical and Fire Protection Contractor will coordinate the actual test dates. This date will be based upon completion of installation of all components. b) Upon completion of a successful pre-test, the Contractor shall notify the Professional in Charge that all systems are ready for a final test. The Contractor will provide the professional, with documentation that all equipment was 100% tested and that the system is ready for a final acceptance test. Letter certifying system has been installed according to Plans and Specifications and has been witnessed that it is 100% operational and ready for Final Testing. 2) Affidavits by the Electrical Contractor. Letter certifying system is complete. 3) The Fire Alarm Manufacturer. Certification of complete system. 4) Copy of the Manufacturer's Program Notes. 5) Copy of the stamped Drawings (As-builts if available). Section 2 — Equipment and Tools: a) All equipment required to perform a 100% test of the fire protection and detection systems will be furnished by the Contractor. This equipment shall be available at the time of the test. A listing of the equipment that is to be supplied will be forwarded to all "Final Test participants" prior to the test occurring so as to allow for comments. In the event this action is not possible, the Contractor shall procure the piece of equipment as soon as possible. The Contractor will be responsible for re- scheduling the test with all attendees. c) Upon successful completion of all tests, the Contractors and Distributors will provide documentation attesting to the fact that they have performed, witnessed and successfully completed a test of all Life Safety systems.
