CALL TO ORDER: John Leeman, Chairman, called the meeting to order at 7:00 PM.
ATTENDANCE: The following were present: Kenneth C. Crouch; Kevin Foley; John Leeman;
John Savastano; Donald Stewart; Kevin Mahoney, Director of Finance &Administration, Interim Town
Manager.
APPROVAL OF MINUTES: October 2, 1995 -Kevin Foley made a MOTION, seconded by Donald
Stewart,to approve the minutes; vote approved 5-0.
July 31, 1995, August 7, 1995, August 21, 1995, September 5, 1995, September 18, 1995 -Kevin Foley
made a MOTION, seconded by Kenneth Crouch,to approve the minutes as amended by Kevin Foley; vote
approved 5-0.
COMMUNICATIONS &ANNOUNCEMENTS: Proclamation-Veteran's Dav-Kenneth Crouch
made a MOTION, seconded by John Savastano,to adopt the proclamation submitted by John Lyons, which
proclaims November 11, 1995, as Veteran's Day; vote approved 5-0.
United Nations Dav-John Savastano made a MOTION, seconded by Donald Stewart,to have the
Chairman of the Board draft the appropriate document in recognition of United Nations Day,
October 24, 1995; vote approved 5-0.
LICENSING COMMISSIONERS: Continuation of Public Hearing -Request for a Retail Package
Goods Store,Wine &Malt Beverages License -Andover Liquors, Inc., d/b/a The Vineyard, 550 Turnpike
Street-Kenneth Crouch made a MOTION, seconded by John Savastano,to grant a Package Goods Store
Wine &Malt Beverages License to Andover Liquors, Inc., The Vineyard, John Grange, Manager, 550
Turnpike Street, subject to the following conditions:
1. No kegs of beer are allowed to be sold;
2. The hours of operation for Alcoholic Beverage sales to be 9:00 AM - 9:00 PM;
Vote approved 3-2 (John Leeman and Kevin Foley opposed). These conditions are to be printed on
the license.
Clark Street Holding Inc. Request to Change Name on the All Alcoholic Beverages Common Victualler's
License from Little Richard's Road Side Cafe to Little Richard's Road House -John Leeman made a
MOTION, seconded by Kenneth Crouch,to approve the request of Clark Street Holding Inc. to change the
name on the All Alcoholic Beverages Common Victualler's License to Little Richard's Road House; vote
approved 5-0.
John Savastano made a MOTION, seconded by Kenneth Crouch,to move back into Regular Session; vote
approved 5-0.
PUBLIC COMMENT: William Burliss presented the Board of Selectmen with a petition signed by 137
individuals objecting to the license issued to Andover Liquors d/b/a The Vineyard; no action was taken.

PUBLIC HEARING: Roadway Acceptance Hearing -Rea Street-There was no comment or action
made during this hearing.
SCHOOL COMMITTEE DISCUSSION- FISCAL YEAR 1997 BUDGET: George Blaisdell,
Superintendent of Schools, and Marilyn Doyle from the School Committee discussed the School
Department's FY 97 budget increase needs due to increasing enrollment figures. No action was taken by
the Board of Selectmen.
POLICE DEPARTMENT -ACCEPTANCE OF DONATION: John Savastano made a MOTION,
seconded by Kenneth Crouch,to accept the donation of a 1988 Olds Delta to the Police Department
D.A.R.E. program from Charles Daher, Commonwealth Motors and requested a thank you letter be sent to
Mr. Daher; vote approved 5-0.
SET DATE FOR INTERVIEWS - PERMANENT POLICE OFFICER POSITIONS: The Board of
Selectmen agreed to set the interview dates to be November 15 and 16, 1995, in the evening. (Half the
Reserve Officers will be interviewed the first night and the second half the second night.)
REQUEST FOR PROPOSALS - LABOR COUNSEL, TOWN COUNSEL,AND AUDIT
SERVICES: The subcommittee comprised of John Leeman, Bill Whittaker, and Kevin Mahoney will
submit recommendations of appointment of these services to the Board. Kenneth Crouch requested that he
be provided a ranking of the finalists.
HOLIDAY FESTIVAL COMMITTEE - REQUEST TO HANG A BANNER AND USE OF THE
COMMON:
John Savastano made a MOTION, seconded by Kevin Foley,to approve the following requests of the
Holiday Festival Committee; vote approved 5-0.
Banners: To hang a banner celebrating Halloween events and another banner for the
Holiday Festival,the Holiday Show, and perhaps the Santa Parade.
Use of the
Common: Approved the request to use the Old Center Common for a Horrible Parade on
Sunday, October 29, 1995, from 3:00 PM- 4:00 PM and also for a Holiday
Festival on Sunday, December 3, 1995, from 2:00 PM- 5:30 PM.
COMMITTEE APPOINTMENTS: Personnel Bylaw Review Committee -John Savastano left the room
during this discussion. Kevin Foley made a MOTION, seconded by Donald Stewart,to appoint Donald
Goldman to the Personnel Bylaw Review Committee; vote approved 4-0-1 (John Savastano not present for
vote.)
Kenneth Crouch made a MOTION, seconded by Kevin Foley,to approve the focus and objectives of the
committee, as outlined in Kevin Mahoney's memo dated October 18, 1995; vote approved 4-0-1
(John Savastano not present for vote.)
Police Chief's Citizens' Advisory Council -Donald Stewart made a MOTION, seconded by
Kenneth Crouch,to appoint Frank Gennarelli to represent the elderly community to the Police Chief's
Citizens' Advisory Council; vote approved 5-0.

Northeast Solid Waste Committee Representative -John Savastano made a MOTION, seconded by Kevin
Foley,to appoint Kevin F. Mahoney to represent the Town of North Andover to the Northeast Solid Waste
Committee; vote approved 5-0.
SPECIAL TOWN MEETING WARRANT ARTICLE RECOMMENDATIONS: Ratification of
Vote to Withdraw Certain Articles -John Savastano made a MOTION, seconded by Kevin Foley,to ratify
the removal of the following articles from the Special Town Meeting warrant:
1. Amendment of Personnel Bylaw(Proposed by Board of Selectmen)
2. Special Charter Change -Town Manager(Proposed by John Leeman)
3. Special Charter Change -Town Manager(Proposed by Kenneth Crouch)
Vote approved- 5-0.

John Savastano was not present for the discussion of Article 18.
18. Kevin Foley made a MOTION, seconded by Kenneth Crouch,to recommend unfavorable action
regarding this article; vote approved 4-0-1 (John Savastano not present.)
BETTERMENT ASSESSMENT POLICY UPDATE: John Leeman reported that the subcommittee is
considering recommending a unit method formula to the Betterment Assessment Policy. The Board
directed Kevin F. Mahoney, Interim Town Manager, and Bill Hmurciak, Assistant Director, Division of
Public Works to provide some additional information relative to the implementation of that method of
assessment.
APPOINTMENT - INTERIM TOWN MANAGER: Kenneth Crouch made a MOTION, seconded by
John Savastano,to appoint Kevin F. Mahoney as the Interim Town Manager; vote approved 5-0.
TOWN MANAGER SEARCH PROCESS: Kevin F. Mahoney, Interim Town Manager, discussed the
search process with the Board. The Town has requested proposals from executive search firms. The
Technical Proposals will be submitted separately from the Price Proposals.
Richard Crane, Faulkner Road, presented the Board of Selectmen with his resume and expressed his
interest in the position of Town Manager.
EXECUTIVE SESSION: John Savastano made a MOTION, seconded by Donald Stewart, for the Board
of Selectmen to move into Executive Session for the purpose of discussion collective bargaining
negotiations with the Professional Librarian's Association;the Board was individually polled and voted
unanimously to move into Executive Session. While in Executive Session,the Board voted unanimously to
ratify the contract as amended; vote approved 5-0.
ADJOURNMENT: There being no further business,this meeting adjourned at approximately 11:05 PM.
