CALL TO ORDER: John Leeman, Chairman, called the meeting to order at 7:30 PM.
ATTENDANCE: The following were present: John Leeman, Chairman; Kenneth Crouch; Kevin Foley;
Donald Stewart; (John Savastano not present); Kevin Mahoney, Director of Finance & Administration,
Interim Town Manager.
COMMUNICATIONS & ANNOUNCEMENTS: Presentation to Joseph Sweeney, AT & T -
Recognition of Joseph Sweeney, AT & T, Director of Public Relations, who is retiring was presented a
citation for outstanding community service.
Town of Andover's 350th Celebration Committee Invitation - The Town of Andover's 350th Celebration
Committee invited the members of the Board to an Anniversary Banquet on May 11, 1996 at Merrimack
College.
LICENSING COMMISSIONERS: Donald Stewart made a MOTION, seconded by Kevin Foley, to
move into licensing; vote approved 4-0.
Stevens Estate n, Osgood Hill - Request for a One-Day Liquor License - March 8, 1996, 7:30 PM -
11:30 PM - North Andover Educational Foundation for a Fund Raiser - Kevin Foley made a MOTION,
seconded by Kenneth Crouch, to grant a one day liquor license to the Stevens Estate @ Osgood Hill for a
fund raiser for the North Andover Educational Foundation on March 8, 1996 from 7:30 PM to 11:30 PM
and to waive the license fee; vote approved 4-0.
John Leeman made a MOTION, seconded by Kevin Foley,to move out of licensing; vote approved 4-0.
REQUEST TO USE OLD CENTER COMMON - ST. GREGORY'S ARMENIAN APOSTOLIC
CHURCH - SUNDAY, JULY 21, 1996: Kevin Foley made a MOTION, seconded by Donald Stewart,
to grant permission to the St. Gregory's Armenian Apostolic Church to use the Old Center Common on
Sunday, July 21, 1996, from 12:00 PM to 5:00 PM; vote approved 4-0.
REQUEST TO USE OLD CENTER COMMON - PORSCHE CLUB OF AMERICA - SUNDAY,
AUGUST 18, 1996: Donald Stewart made a MOTION, seconded by Kevin Foley, to grant permission to
the Porsche Club of America to use the Old Center Common on Sunday, August 18, 1996, from 8:00 AM
to 3:00 PM; vote approved 4-0.
PUBLIC COMMENT: Youth Services - Location of Carnival - Rick Gorman, Director of Youth
Services, requested assistance from the Town Manager and the Board of Selectmen to help find a location
for the annual carnival. The Middle School construction and lack of parking at the High School have
prevent the carnival from being located on those premises. Youth Services is looking at the Old Center
Common or the Chadwick playground.
Donald Stewart made a MOTION, seconded by Kevin Foley, to approve the carnival at the Old Center
Common from April 26 - 28, 1996, including closing Massachusetts Avenue from April 24 -
April 28, 1996, and to work out the details with the Town Manager's office; vote approved 4-0.

Sidewalk Construction Update - Kevin Foley reminded the Board of the previous vote of
September 5, 1996, wherein the Board requested the town compile a prioritized listing of sidewalk
construction working with the Superintendent of Schools giving priority around the school districts that do
not presently have sidewalks. This report is to also identify funds for these projects, including Chapter 90
funds.
Preview of Selectmen's Agendas - Mr. Foley also discussed the suggestion of Jack Carr to preview the
Board of Selectmen's agendas on Channel 47.
Town Master Plan - John Leeman discussed with the Board a memorandum he presented to the Town
Manager regarding updating the Town Master Plan at Town Meeting.
Kevin Foley made a MOTION, seconded Donald Stewart, to create a Master Plan Study Committee, as
presented by Mr. Leeman's memorandum of February 20, 1996. Mr. Steward withdrew his second to this
MOTION. This discussion will be brought before the Selection for further discussion at the next meeting.
COMMITTEE REPORTS: Budget Advisory Group - Kevin F. Mahoney, Interim Town Manager,
reported to the Board the Budget Advisory Group meeting discussion of February 17, 1996. Mr. Mahoney
updated the group on revenue projections, as well as the presentation on the tax supported debt schedule,
including his concern about the Town's ability to move forward with authorizing any type of bonding in the
next two or three years for tax supported projects because of the unavailability of capacity within the
existing debt schedule.
The Group discussed issues such as employee benefit plans, special education programs and costs
associated, as well as discussions regarding other available revenue sources that the Board may want to
pursue in order to fund the costs of operating within the Capital Improvements Plan programs.
Mr. Mahoney stated that the Town needs to come up with a long-term plan to address the needs.
Traffic Advisory Council - Kevin Foley reported the results of the Traffic Advisory Council meeting of
February 13, 1996. The following actions were taken:
No Parking Sign Request - Area of Trinitarian Church on Elm Street - Kevin Foley made a MOTION to
place no parking signs on the church side of Cross Street for the entire length of the street. MOTION
failed to be seconded. Kenneth Crouch requested that this be sent back to the Traffic Advisory Council for
further review and to get input from the Century Pre-School.
Ashland Street - Disabled/Blind Person Sign - Kevin Foley made a MOTION, seconded by
Kenneth Crouch, to place two "Disabled/Blind Person" signs at each end of Ashland Street with the
appropriate designation to alert motorists that a blind person lives on the street, as recommended by the
Traffic Advisory Council; vote approved 4-0.
Dufton Court - Sargent School Zone - Kevin Foley made a MOTION, seconded by Kenneth Crouch, that
the Board of Selectmen direct the Town Manager to officially pursue State approval and to enlist the
support of the North Andover legislative delegation as needed to place "One Way", "Do Not Enter" and
"School Zone" sign designations in the areas of Dufton Court and the Sargent School and to have the Town
Manager follow up on money associated with the taking of Andover Street; vote approved 4-0.

Lexington Street - Concord Street - "Caution Children" Signs - Kevin Foley made a MOTION, seconded
by Kenneth Crouch, to place one "Caution Children" sign at the entrances of each of these streets, as
recommended by the Traffic Advisory Council; vote approved 4-0.
High Street - Sutton Street - Chadwick Street - Kevin Foley made a MOTION, to place a "Stop" sign on
Chadwick Street at the intersects with High Streets, as suggested by Officer Thomas Driscoll; MOTION
failed to be seconded. Kenneth Crouch requested that this request be referred back to the Traffic Advisory
Council for further review.
U.S. SHUTTLE, INC. - REQUEST PERMISSION TO OPERATE MOTOR VEHICLES OF
PASSENGERS FOR HIRE ON NORTH ANDOVER PUBLIC WAYS: Kenneth Crouch made a
MOTION, seconded by Kevin Foley, to approve the request of U.S. Shuttle, Inc., to operate motor
vehicles of passengers for hire on the following North Andover public ways; Interstate 495, Turnpike Street
(Mass. Route 114), Mass. Route 125, Elm Street, Peters Street, and Main Street (as recommended by
Chief Stanley); vote approved 4-0.
REQUEST FROM EUGENE WILLIS TO WAIVE FEE FOR USE OF STEVENS ESTATE (cry,
OSGOOD HILL: Kevin F. Mahoney, Interim Town Manager, read for the record a memorandum from
Robert J. Halpin, Town Manager, regarding use of the estate. Mr. Halpin recommends that the Board not
grant waivers for the use of the facility until an operating plan is in place which ensures that all expenses
related to the operation of the estate are covered.
Kenneth Crouch made a MOTION, seconded by Donald Stewart, to deny the waiver of usage fees for
Stevens Estate @ Osgood Hill and inform them of the policy which is presently in place; vote approved 4-
0.
EXECUTIVE SESSION: Kevin Foley made a MOTION, seconded by John Savastano, for the Board of
Selectmen to move into Executive Session for the purposes of discussion the following:
Public Works Union Negotiations, Police Lieutenants Negotiations, Police Association Negotiations, and
the ongoing litigation of the Greater Lawrence Sanitary District.
Board members were individually polled and voted unanimously to move into Executive Session.
Greater Lawrence Sanitary District-While in Executive Session,the Board of Selectmen voted
unanimously to authorize Town Counsel to sign the settlement and dismissal papers concluding the
litigation. Kevin Foley made a MOTION, seconded by Donald Stewart,to authorize the signing of this
"Stipulation of Dismissal"; vote approved 4-0.
