North Andover Selectmen approve agreements with Bradstreet School

NORTH ANDOVER—The selectmen last night unanimously approved Hearthstone Realty
Corp.'s plan to demolish the former Bradstreet School and redevelop the 70 Main St. property
with 15 apartments and commercial space.
The apartments will be located in a building that will face Saunders Street, which runs parallel to
Main Street. The commercial structure, which will have four or five storefronts plus offices, will
face Main Street.

The Historical Commission, hoping to preserve the century-old Bradstreet School, voted in
September to invoke the demolition delay bylaw, which saved the building from being leveled
for a year.
Town Manager Andrew Maylor said last night he will ask the Historical Commission to
reconsider its vote on the delay. Now that the selectmen have approved and signed purchase and
sale and land development agreements with Hearthstone, the former school's fate is sealed,
Maylor said.
The agreements are legally binding and the school will be demolished, he said. Another firm,
Oakgrove Residential Developers, submitted a plan to the selectmen last May that would have
preserved Bradstreet School, which was closed in 2005.
The selectmen designated that plan as their second choice. Now that the board has approved the
Hearthstone plan, "that alternative no longer exists," Maylor pointed out.
William Perkins, president of Hearthstone, was not present at last night's selectmen's meeting,
but he told The Eagle-Tribune last week the project is "great news for the downtown." The
apartments, he said, will be energy-efficient and he is confident he'll be able to locate a couple of
restaurants on the site.
"We made a choice," said Selectman Tracy Watson, a longtime advocate for redeveloping the
Bradstreet School property.
Watson and other officials have noted that when the site is developed, the town will receive real
estate taxes— instead of having to pay an estimated $40,000 a year to maintain a vacant
building.

Maylor: Talks with developer likely to end soon

NORTH ANDOVER— The town and Hearthstone Realty Corp. of Andover are
nearing agreement on how to go about redeveloping the former Bradstreet School,
Town Manager Andrew Maylor says.
"The discussions are ongoing," Maylor said Tuesday, adding he expects the
negotiations to conclude "within 30 days."
After hearing proposals from several firms, the selectmen voted in May to designate
Hearthstone as the preferred developer for the 70 Main St. property. Hearthstone's plan
calls for demolishing the school and erecting a residential building along Saunders
Street and a commercial structure facing Main Street.
Three men are collaborating in this proposal: William Perkins, head of Hearthstone;
Joseph LaGrasse, an architect who has served on the North Andover Planning Board
and Zoning Board of Appeals; and Mark Yanowitz, who designed the renovations for
54-56 and 44-50 Main St.
The proposal includes constructing a 9,500-square-foot uare-
foot buildin facing Main Street that
would have stores and offices but no homes. The structure facing Saunders Street
would have six townhouses and six flats.
Bradstreet School is slightly more than 100 years old and was closed in 2005 after
serving several generations of North Andover students, including Selectman Donald
Stewart. He said he voted to support the Hearthstone plan after determining that older
people who had attended the school did not have strong feelings about preserving it.
The Historical Commission, however, did have such feelings and voted in September
to invoke the town's demolition delay bylaw, which gave the building a 1-year stay of
execution. Maylor said at that time he did not anticipate the delay would affect
Hearthstone's plan.
The 2012 annual Town Meeting voted to authorize the selectmen to sell Bradstreet
School. Hearthstone has offered to pay $300,000 for the property in addition to
redeveloping it.
Stewart said he would like to see the new businesses and additional real estate taxes
that will result if Hearthstone's plan becomes reality.
The town now pays about $40,000 per year to maintain a vacant building, local
officials have said.

demolishing the school, which is slightly more than a century old, and constructing a building with
storefronts and offices facing Main Street and a residential structure along Saunders Street.
The 2012 annual Town Meeting voted unanimously to authorize selectmen to sell the vacant school.
The board is eager to promote commerce in the downtown, so it sent out a request for proposals for
development plans.
"Our mission is to preserve and protect historic buildings," Kathleen Szyska, chairwoman of the
Historical Commission, said.
She pointed out that of the schools built in North Andover in the early 1900s, Bradstreet is the only
one left.

"I can see the selectmen's point," said James Wefers, who is newly appointed to the commission.
Fellow commission member Jan Williams said the commission must ask, "Is this building historically
significant?"Like Szyska, she said it is the commission's duty to preserve the town's historic assets.
Szyska said the commission has been very reasonable in the use of its demolition delay authority. She
could recall only one other time that the board delayed a demolition. That involved a historic house on
Greene Street, she said.
"We take this very seriously," she said.
Szyska noted that the selectmen's second choice for a developer, the Oakgrove development
company, submitted a plan that would have saved Bradstreet School and converted it to affordable
homes.
"We thought this was a win-win for everyone," she said.
School Committee member Stanley Limpert, who often attends the meetings of other boards, said the
selectmen"made it clear"they favor the Hearthstone plan.
The demolition delay hearing will be held in the selectmen's meeting room on the second floor of
Town Hall.
Rosemary Connelly Smedile, chairwoman of the Board of Selectmen, who backed the Oakgrove plan,
said if the commission delays the demolition of Bradstreet School and Hearthstone does not want to
wait,the project could face a hurdle.

NORTH ANDOVER—Bradstreet School may yet survive–but at the cost of losing an opportunity
to redevelop the 70 Main St. property.
The town's Historical Commission voted yesterday to have a demolition delay hearing Sept. 5 at 7
p.m. The commission is authorized to halt the wrecking ball for up to a year if it considers the
property to be historically valuable.
Selectmen voted in May to designate Hearthstone Realty of Andover as the preferred developer for
