Mitchell, Chairman; William B. Duffy, Jr.; John R. Leeman, Jr.; Donald B. Stewart; David M. Torrisi; Robert J. Halpin, Town Manager. Mass. Department of Environmental Protection: William Gaughan, Regional Director D.E.P.,Northeast Region; Heidi O'Brien, D.E.P.,Northeast Region; Jim Belsky, Permitting Section Chief, Mass. D.E.P., Northeast Region, Bureau of Waste Prevention; Ed Braczyk, Technical,Northeast Region, Bureau of Waste Prevention. OLD BUSINESS: North Andover Police Department—Patrol Officer VacancX. The Town Manager gave an update of the J. Sapienza appointment. Comprehensive Traffice Management Study— Old Town Center/Common Area. William Duffy made a MOTION, seconded by John Leeman,to add Ben Osgood to the Old Town Center Traffic Study Group; vote approved 5 — 0. PUBLIC HEARINGS: Future of Merrimack Valley Incinerators—Department of Environmental Protection. Mass D.E.P. —Keith Mitchell opened the meeting with an overview of ATM vote that the Board of Selectmen would be • What is the future of incinerating municipal solid waste in the Merrimack Valley? • Financial assistance under NESWC • Governor's veto—financial assistance William Gaughan, Regional Director D.E.P.,Northeast Region: Hierarchy Structure: • Recycling • Incinerator • Landfills The recycling goal is 46%by the year 2000. It is current at 33%. Incineration—Not more than 50%of disposal capacity. At that capacity with closing of Ogden facility, probably under 50%. A major change with respect to incineration is the adoption of new tough municipal combustor rules. A representative from DEP answered the question on the process of testing for mercury. He said that gas is collected and then cooled. Board of Selectmen Minutes December 16, 1998 Page 2 William Duffy stated that residents are concerned about health, financial and traffic issues. William Gaughan said the application has been renewed and will be reviewed at a public hearing in order for approval. Joan Kulash, People for the Environment, said that comments at a hearing were such that the cumulative impacts study considered health risks of ingestion by air inhalation. Ann M.
