I can see a demo permit there, but they are done with the demo and are now working inside.
He's also had his demo dumpster onsite for about 3 months.

Dear Mr. Giard
As you requested I visited the above site 1/17/13 to review fire damage in the
basement of the above residence. The charring of the wood members damaged in the fire
is minimal and in my opinion after review of reduced section properties they are
adequate to support the required floor loads.
I have attached a sketch showing various conditions of the existing framing
noticed during the site visit in the area of the fire although not damaged by the fire,that
in my opinion require modifications.
I would suggest that all charred areas be removed. Also as we discussed headers
will have to be provided at the upper level windows.
Should you uncover any latent conditions that require repair or require any
additional information please do not hesitate to call.
