CALL TO ORDER: Keith Mitchell called the meeting to order at 5:00 p.m.
ATTENDANCE: The following were present: Keith A. Mitchell, Chairman; John R. Leeman, Jr.;
Donald B. Stewart; Terri Ackerman, Acting Town Manager(until 5:30 p.m.). William B. Duffy, Jr.
and James M. Xenakis were not in attendance.
COMMUNICATIONS,ANNOUNCEMENTS,AND PUBLIC COMMENT:
Keith Mitchell announced the swearing in of the newly elected Town Officials would take place at
6:00 p.m. on Thursday, March 23, at The Senior Center.
OLD BUSINESS:
GLSD Update. Details are still being negotiated with GLSD. There was an emergency meeting held
at GLSD in which John Leeman, Donald Stewart and Keith Mitchell attended. The latest information
is GLSD has voted to authorize their attorneys to take any necessary actions against the Town to
proceed with the plans for the plant. The Board of Selectmen expressed their concerns with the
Director of GLSD. If litigation does occur, it will be addressed at the Annual Town Meeting to
approach the legal costs. There are still necessary arrangements that need to be worked out.
Town Manager Search Update. The Selectmen have requested the Finance Committee make a
reserve transfer for the Town Manager's search. The Committee meets on Thursday,
March 16, 2000, and will consider the request at that time.
NEW BUSINESS:
Net School Spending
There is a discrepancy in the figures regarding Net School Spending. Terri Ackerman, Acting Town
Manager, stated that she exhausted an entire day discussing expenditures with the School
Superintendent, Dr. William Allen, and the School Business Manager, Paul Szymanski.
The problem with satisfying the Net School Spending is that Dr. Allen states the budget amount is
short by$2.5 to $2.9 million, but Terri Ackerman stated she believes the School Committee is double
counting amounts and are actually short by$778,000. Net school spending increases annually by
$2.2 million, however,the debt credit decreases by$550,000.
At this time,there are more modifications and discussions needed to satisfy the proposed school
budget that is to be presented to the Selectmen at the April 3, 2000,meeting.
The School Committee accepted the invitation to attend the Selectmen's Meeting to present all
School Budget Material on April 3, 2000.
EXECUTIVE SESSION: Donald Stewart made a MOTION, seconded by John Leeman,to move
into Executive Session to discuss GLSD potential litigation and updates; vote approved 3 — 0.
The Board of Selectmen was individually polled and each voted to move into Executive Session.

ADJOURNMENT: Donald Stewart made a MOTION, seconded by John Leeman,to continue the
meeting March 16, 2000 at 5:00 p.m.; vote approved 3 — 0.
