CALL TO ORDER: Rosemary Smedile called the meeting to order at 6:00 PM at North Andover Middle School.
ATTENDANCE: The following were present: Rosemary C. Smedile Chairman; James M. Xenakis; Susan Haltmaier;
Donald Stewart; Mark Rees, Town Manager; and Raymond Santilli, Assistant Town Manager. (William Duffy not
present).
COMMUNICATIONS,ANNOUNCEMENTS,AND PUBLIC COMMENT
Next Selectman Meeting.
The next Board of Selectman meeting is scheduled for December 5, 2001 at the Senior Center.
LICENSING COMMISSIONERS
Susan Haltmaier made a MOTION, seconded by James Xenakis,to move into Licensing; vote approved 4— 0.
Change of Manager Beijing Restaurant.
James Xenakis made a MOTION, seconded by Rosemary Smedile,to approve the change of manager for Beijing
Restaurant, 1250 Osgood Street,North Andover, MA from: Andy Y. Shum;to: David K. Yue; vote approved 4-0.
Friends of Merrimack College.
Susan Haltmaier made a MOTION, seconded by James Xenakis,to approve a One Day Wine and Malt Licenses for
Friends of Merrimack College/Dick Reming, Casia Hall on December 12, 2001, from 6:00 PM—9:00 PM;vote
approved 4-0.
James Xenakis made a MOTION, seconded by Susan Haltmaier,to move out of Licensing; vote approved 4-0.
NEW BUSINESS
Request for Extension of Economic Target Area and Economic Opportunity
On Wednesday November 28, 2001, a meeting was held with Lucent Technologies and representatives of Federal and
State agencies, Selectman Smedile, Director of Community Development and Services Heidi Griffin and Town Manager
Mark Rees to discuss the future use of the North Andover facility. In order to maximize options available to North
Andover to assist in maintaining that facility as a major source of jobs and tax revenue,the town needs to be in a
position to discuss possible incentives including tax increment financing (TIF). To be in such a position,the Lucent
Property needs to be placed into Economic Target and Economic Opportunity Areas. Since North Andover does not
qualify for such a designation, it is necessary that we request an adjacent community to extend their areas into North
Andover(similar to what the Town had to do with Sweetheart Plastics).
Mayor James Rurak of the City of Haverill was present and stated he would be willing and able to do this for North
Andover and this does not bind the town in the future to do anything in regards to new business. The mayor also stated
this would help corporations get up and running, help with new equipment or a building that needs rehabilitation or
retrofitting. This would be valuable to Haverill under a regional approach to strengthen the economic situation in the
overall valley.
James Xenakis made a MOTION, seconded by Donald Stewart,to approve the draft letter to Mayor James Rurak, City
of Haverhill, requesting for extension of Economic Target Area to include the Lucent Technologies Plant, and that this
parcel also be chosen as an area within the designated Economic Target Area; vote approved 4-0.
The Haverhill City Council will be voting on this issue at their December 18, 2001 Meeting.
ADJOURNMENT: James Xenakis made a MOTION, seconded by Donald Stewart,at 6:40 PM to continue the
meeting at Special Town Meeting; vote approved 4— 0.
At the conclusion of Special Town Meeting there was not a vote taken to adjourn.
