CALL TO ORDER: James Xenakis called the meeting to order at 6:00 PM at The North Andover High
School.
ATTENDANCE: The following were present: James Xenakis; Donald B. Stewart;Wendy Wakeman;
Susan Haltmaier; (Chairman Rosemary Smedile arrived at 6:05 PM); Mark Rees, Town Manager; Ray
Santilli, Assistant Town Manager.
COMMUNICATIONS,ANNOUNCEMENTS,AND PUBLIC COMMENT
Water service in low-pressure areas.
In preparation for Town Meeting one of the Capital Items is water service to low pressure areas in Town.
Fire Chief William Dolan stated on May 11, 2002 the water hydrants at Bear Hill were tested without the
auxiliary manual pump turned on at the Water Treatment Plant. The test was conducted without the pump
on since the plant is not manned twenty-four hours a day and it cannot be relied to be on when needed if no
one is there. The same hydrants were tested with the pump on to show the affects on the distribution
system and pressures to the area hydrants. James Xenakis asked if there was a way to remotely activate the
pump. William Hmurciak said that could be done and it would not be very costly.
Fire Chief William Dolan and Department of Public Works Director William Hmurciak will be present at
Town Meeting to answer any questions and provide recommendations on water pressure, hydrants and
pumping stations.
Preparation for Annual Town Meeting.
Article 11. Capital Improvement Plan Appropriation for Fiscal Year 2003.
Mark Rees updated the Board of Selectmen regarding Article 11. Last week the Finance Committee voted
to add item 8A Bradstreet School Sprinkler System$125,000 to the CIP. The Finance Committee also
voted to change item 9 Town Hall Phase 1 from$2 million to $1,750,000. This will be a net reduction in
the CIP.
Water Enterprise Fund.
The Finance Committee voted to follow through on recommendations to reduce funding at the Water
Treatment Plant and added a third project, Sutton Hill Water Improvements for$550,000 without changing
the bottom line.
Stevens Estate at Osgood Hill.
On Line 27 there is a line change from Main House Brick Repointing to Building and Grounds
Improvements. Instead of aesthetic use the Trustees are going to spend the money on water pressure, on
the water line for fire safety.
Procedural items for Town Meeting.
In order to reconvene the Town Meeting on May 28 or May 29 the Finance Committee is going to be
proposing a Motion that creates a rule that allows for the Budget to be reconsidered. In the event the
budget passed is out of whack with Proposition 2 '/2 then the reconsideration rule will not apply for motions
to reduce the budget. There will be a motion at the beginning of the meeting that states reconsideration
works the same as always with one caveat; if the override does not pass,then anything dealing with money
can be reconsidered. The preference date for adjournment of Town Meeting is May 28, 2002.
ADJOURNMENT: James Xenakis made a MOTION, seconded by Donald Stewart,at 6:30 PM to
continue the meeting at the Annual Town Meeting; vote approved 5 — 0.
