HomeMy WebLinkAbout2004-01-05 Board of Selectmen Minutes BOARD OF SELECTMEN MINUTES JANUARY 5, 2004 CALL TO ORDER: Wendy D. Wakeman called the meeting to order at 7:00 PM at the Steven's Memorial Library. ATTENDANCE: The following were present: Wendy Wakeman, Chairman; Rosemary Smedile; James Xenakis; Donald B. Stewart; Mark J.T. Caggiano; Mark Rees, Town Manager; Ray Santilli, Assistant Town Manager. PUBLIC HEARINGS: Tax Classification Hearing (Continued). The Town Manager said that it would be necessary to extend the Tax Classification Hearing due to the Department of Revenue not certifying the Town's valuations until the Board's January 12, 2004 meeting. James Xenakis made a MOTION, seconded by Rosemary Smedile, to continue the Tax Classification Public Hearing until January 12, 2004. Vote approved 5-0. OLD BUSINESS: Report on Beaver Containment Activities. Assistant Town Manager Raymond Santilli highlighted activities from a report submitted by Conservation Administrator Julie Parrino. This report included input from the Health, Conservation and Public Works Departments. The departments have monitored and maintained 12-15 sites throughout Town. Public Works crews continue to maintain and clean culverts on a weekly basis. There is increased beaver activity at Carriage Chase. Staff met with homeowners and Beaver Solutions recommends additional flow devices be installed in the spring to control the flooding. Woodlea subdivision off Chestnut Street has increased activity due to Mosquito Brook. Staff has mailed several of the beaver information packets to the homeowners. An Emergency Certification was issued this past fall. Beaver activity behind the properties at 1084 Johnson Street and 1250 Turnpike Street remains high. An Emergency Permit was issued in November. Next week the Beaver Committee will meet to start working on the management report that was outlined at the May Town Meeting. Members are Mr. Rand, Mrs. Fink, and Mr. Stewart, Mr. Brooks and Mrs. Balmas. NEW BUSINESS: Acceptance of Chapter 158, Section 1 of the Acts of 2003, FY2004 Quarterly Bill Mailing Extension. The Town Manager requested that the Board of Selectmen vote to accept Chapter 158, Section 1 of the Acts of 2003 in order for the town to extend the period to mail 3rd quarter tax bills to January 30, 2004. James Xenakis made a MOTION, seconded by Rosemary Smedile, to accept Chapter 158, Section 1 of the Acts of 2003 in order for the town to extend the period to mail 3rd quarter tax bills to January 30, 2004. Vote approved 5-0. WORKSHOP ON CAPITAL IMPROVEMENT PLAN The Town Manager opened the workshop to discuss the FY05 General Fund capital projects and then turned the meeting over to Joyce Hanlon. Director of Finance and Administration Joyce Hanlon gave an overview of the overall fiscal impact, urgency and individual department priorities. Out of 88 projects, 17 projects were recommended. Board of Selectmen Minutes January 5, 2004 2 The following Department Heads made presentations at the meeting: Police Chief Richard Stanley, Library Director Sue Ellen Holmes, Superintendent of Schools Harry Harutunian and School Business Manager Paul Szymanski, Fire Chief William Dolan, and Director of Public Works William Hmurciak The Town Manager said that the Board of Selectmen must vote to accept, reject or modify the CIP Plan at their January 12, 2004 meeting and then submit it to the Finance Committee. ADJOURNMENT: James Xenakis made a MOTION, seconded by Donald Stewart, to adjourn the meeting at 8:55 PM. Vote approved 5-0. Adele J.
