CALL TO ORDER: Wendy D. Wakeman called the meeting to order at 3:00 PM at the Steven's Memorial
Library.
ATTENDANCE: The following were present: Wendy Wakeman, Chairman; Rosemary Smedile; James Xenakis;
Donald B. Stewart; Mark J.T. Caggiano; Ray Santilli, Assistant Town Manager. Absent: Mark Rees, Town
Manager.
OLD BUSINESS:
Set date for Public Hearing on Amendments to Entertainment License Rules and Regulations.
Chairman Wakeman said the next scheduled Board of Selectmen meeting was on Monday, July 28. The agenda
would be full and asked the board to consider having the Public Hearing on Monday, August 4, or Tuesday, July
29, 2003.
The board agreed to hold the Public Hearing Amendments to Entertainment License Rules and Regulations on
Tuesday, July 29, 2003 at 7:00 p.m. the place to be determined on availability.
NEW BUSINESS:
Police Sergeant Interviews.
Chairman Wakeman said that three candidates were considered for the position, Diane Heffernan, Robert Hillner,
and Daniel Lanen. A preliminary decision was made by the board to interview Officers Heffernan and Lanen
based on civil service exam scores. Selectman Wakeman explained the interview process and that the civil
service process heavily regulates promotions. During the interviews, each candidate would be asked five
questions. The scores, along with a score for background, were to be tallied by the clerk. The candidate with the
highest score would then be nominated for the sergeant position.
Selectman Wakeman asked if everyone was in agreement. Selectman Xenakis asked if the third candidate could
be interviewed as a courtesy. Selectmen Caggiano and Smedile spoke in favor of the process outlined..
Raymond Santilli further explained to clarify the civil service interview process for a possible consideration of a
third candidate. A third candidate could only be considered if the top scorers were found deficient.
After discussion Selectman Xenakis made a MOTION to interview the third candidate. Motion failed for lack of a
second.
Selectman Wakeman started the interviews.
The candidates were asked the following questions during the interview:
1. Briefly review your career in law enforcement.
2. How do you see your role as a supervisor in the Police Department?
3. What do you view as the Police Department's strengths and how would you continue them?
4. What do you view as the major obstacles facing the Police Department and how would you address them?
5. As a supervisor what do you see is needed to maintain an officer's performance and morale?
Additional questions were also asked:
1. What was your greatest accomplishment in your police career?
2. How do you see yourself in the transition from patrol officer to supervisor?
3. Would you oppose to taking a management course?
The Candidates Officer Heffernan and Officer Lanen answered the questions in detail and gave additional
comments at the end of their individual interviews.

After the interviews, Selectman Xenakis made a MOTION, seconded by Donald Stewart to interview the third
candidate. Vote failed 1-4. Opposed Selectmen Wakeman, Smedile, Caggiano, and Stewart.
Note: There was a ten-minute recess for the clerk of the board to tally the scores at 3:45 p.m.
The meeting reconvened at 3:55.
Selectman Rosemary Smedile as Clerk made a MOTION, seconded by Mark Caggiano to promote and
congratulate Officer Dianne Heffernan as Police Sergeant. Vote approved 5-0.
Selectman Wakeman said the Officer Heffernan would be officially promoted at the next Board of Selectmen
meeting on Monday, July 28, 2003.
ADJOURNMENT:
Donald Stewart made a MOTION, seconded by Rosemary Smedile to adjourn the meeting at 4:15 p.m. Vote
approved 5-0.
